SC while giving its verdict on who is the boss in Delhi the three judge bench comprising of CJI Misra, J Khanwilkar and J Sikri said that all constitutional functionaries must uphold constitutional morality and must function with the spirit of the constitution. The order further stated that the union and state govt should develop a structure to avoid any kind of discord. It also observed that Delhi can't have powers of a full state and that governor of a state is different from governor of a Union Territory.
