FEMA has offered to transport hurricane victims from Puerto Rico to the continental U.S. as a for of temporary relocation while their homes are being rebuilt. According to FEMA, those who enter the program will be relocated to either Florida or New York. Referred to as an "air bridge," it would be FEMA's first attempt at mass relocation. "We have never done an air bridge before for this program. We have to take the time to set it up."
