Prime Minister Narendra Modi's Varanasi visit has been cancelled due to heavy rains. He was to address a mega rally, inaugurate a trauma centre at the Banaras Hindu University and is scheduled to lay the foundation stone of ring road and kick-start the Integrated Power Development Scheme.
