Lavrov insists Russia "not shirking responsibility" over Syria

After the United States suspended negotiations with Russia in efforts to revive a failed ceasefire in Syria, Russia's Foreign Minister Sergei Lavrov insists that Moscow is not "shirking responsibility" but says a solution can only be found "collectively".
