With Agreement on the Horizon, Differences Persist in COP21 Talks

Although a COP21 agreement on climate change acceptable to developing countries appears to be moving ahead and will be ready on Friday, differences persist, particularly on the refusal of wealthy nations to pay their historic climate debt. Issues such as migration and women's inclusion in climate change talks have been taken off the table.
