LA Teen Handcuffed for Allegedly Riding Bike Without Helmet

Video shows LAPD officers surrounding a Los Angeles teenager's home before putting him in handcuffs. We're told police wanted to give the 16-year-old a citation for riding his bike without a helmet. The video sparked a storm of comments online. Now, the man who recorded it told RTM in an interview he wants something done about the police action. When we contacted LAPD, the public information officer told us, "at this time (they) do not know if there has been a complaint filed" . . . and until then, they cannot comment due to breach of privacy issues.
