The United States imprisons 25% of the world's prison population even though it accounts for 5% of the world population, say students at Cardozo Law School. The number of African American prisoners is extremely disproportionate. Although the U.S. has signed the United Nations Convention against torture and the Universal Declaration of Human Rights, such documents do not apply in its immigration detention centers.
