Rousseff may not have constitutional right to make reforms

The Brazilian President has hit problems over plans to bring in reforms.
President Dilma Rousseff said on Monday that she would introduce sweeping reforms in an attempt to appease the protestors.
However, it now appears she may not have the constitutional right to do make the changes
