The Supreme Court on Friday (April 12) rejected mercy plea of death row convict Devinderpal Singh Bhullar, who had sought commutation of his death penalty to life sentence on the ground that he underwent great agony for 11 years awaiting the President's decision on his mercy plea. The apex court said that petitioners have failed to make out a case for commutation of death sentence to life imprisonment on grounds of delay.
