The Cambodian government is debating a controversial law to overhaul the country's prison system.

The prison population of the country is estimated at 15,000 people, according to the government.

That number puts the prison system at almost 1.8 times beyond capacity, but human rights groups argue that the true figure is much higher.

Al Jazeera's Steve Chao has managed to secretly film the conditions inside a prison. He reports from Pailin province.
