Israel refuses to hand over money donated to the Palestinian Authority, including a donation by the European Union of about $100m. As a result, government employees are not receiving their paychecks.
This is because while Hamas and Fatah signed a unity deal, Israel is refusing to give any money to a government that includes Hamas.
