Obama promises major national security changes - 21 May 09

Barack Obama, the US president, has vowed to repair policies left by the Bush administration, promising major changes to the country's national security decisions  - chief among them closing down Guantanamo Bay.

The US president's speech, however, followed a Senate vote which denied him money to close the prison - a rare bipartisan setback.
