A fire ripped through a metal storage structure at a construction materials market on Moscow's outskirts on Tuesday (April 3), killing 15 migrants from ex-Soviet republics and highlighting the dangerous conditions many labour migrants endure in Russia.

The victims of the pre-dawn fire, whom Russian media said were from Tajikistan and possibly other Central Asian states, had apparently been living in makeshift quarters in the rear of the two-story building, which was mostly used for storage.

Authorities opened a criminal investigation on suspicion of fatal negligence of fire safety rules and a law enforcement official said on state TV that an inspection of the building in February had revealed 18 safety violations.
