The Syrian regime is determined to re-establish security, according to reports quoting the state news agency, as the army again renews its bombardment of Homs.
Opposition activists say new strikes on the district of Baba Amr have wiped out communication.
Reports also say Damascus has rejected out of hand an Arab League resolution calling for joint Arab-UN peacekeepers.
