More and more ordinary Koreans are catching petty criminals in the act and taking the evidence to the authorities for a reward. Most of the bounties are for small infractions and do not pay much. However, in the current economy every little counts. There are now dozens of cram schools teaching people how to be competent snitches. The government is saving money because using snitches allows them to cut back on police personnel. But critics worry that encouraging ordinary people to spy on each other will increase distrust rather than build real respect for the law.
