Amritpal Singh is being questioned by Indian police in New Delhi over the collapse of a building he allegedly owns that's killed at least 66 people.

Officials say he could face charges of culpable homicide.

[I.B. Rani, Additional Deputy Commissioner of Police]:
"We were keeping a constant vigil on his movements. Based on a tip off, at around seven in the evening we arrested him from his relative's house in the Geeta Colony area."

Rescue teams are still digging through the rubble of the five-story building which collapsed on Monday.

Nearly 80 people were injured.

Police say at least 30 more are missing and may be trapped beneath the debris.

Local authorities say the building collapsed after heavy monsoon rain waterlogged the basement for days.

Many Indian buildings don't meet safety regulations and owners often build extra floors or alter the structure without approval.
