00:03It was how President Ferdinand R. Marcus Jr. made himself clear to his peers and allies
00:08in the alliance and to Chinese Premier Li Tieng in the audience on the urgency of a
00:13code of conduct in the West Philippine Sea to govern all maritime affairs and movements
00:19therein.

00:39Philippine forces in the West Philippine Sea underscores the persistent tensions in Philippine
00:44waters or maritime territories under international law.
00:49In response, President Ferdinand R. Marcus Jr. urged the swift establishment of an ASEAN-China
00:55Code of Conduct to ensure peace in the region.
00:58He made this appeal during the 27th ASEAN-China Summit in Vientiane, Laos in the presence
01:04of ASEAN leaders and Chinese Premier Li Tieng.
01:08The President stressed it is high time to address key issues, including the geographical
01:13scope of the Code of Conduct, its relationship to the conduct of parties in the South China
01:19Sea, and the legal issues that have remained unresolved.
01:23Despite Khmer's dialogues between the Philippines and China, China's continued aggressive actions
01:29violate international norms, particularly the United Nations Convention on the Law of
01:34the Sea and the 1972 Convention on the International Regulations for Preventing Collisions at Sea.
01:41President Marcus Jr. called for a serious effort to resolve these differences and de-escalate
01:46tensions, urging immediate action to prevent future incidents.
01:51In a separate address to the ASEAN Inter-Parliamentary Assembly, he emphasized the importance of
01:56strengthening commitments to peaceful conflict resolution and adhering strictly to international
02:02law.
02:03While China claims a significant portion of the West Philippine Sea, ASEAN members like
02:08Brunei, Indonesia, Malaysia, and Vietnam also assert their rights to parts of these waters.
02:14The President highlighted the vital role of the ASEAN Inter-Parliamentary Assembly in
02:19fostering dialogue with non-ASEAN countries, addressing both regional and international
02:24issues.
02:25He noted that despite improving relations between ASEAN and China, territorial disputes
02:31remain a significant challenge.
02:33The President advocates for inter-parliamentary diplomacy that respects ASEAN sensuality and
02:38promotes a unified regional perspective.
02:42Despite these ongoing disputes, President Marcus Jr. reaffirmed the Philippines' commitment
02:47to strengthening ASEAN-China relations in pursuit of long-term peace and cooperation.
02:52President Marcus Jr. attended six more meetings today, including the 27th ASEAN-Japan Summit.
02:57During the summit, he stressed the importance of unilateral action in addressing rising
03:02transboundary problems that pose threats to peace and stability in the ASEAN region.
03:07Additionally, a bilateral meeting between the Philippines and Canada was held, where
03:11President Marcus Jr. sought Canada's continued support for the Philippines' positions raised
03:16at the G7 forum.
