00:00:00As part of the intramurals at Apuyo National High School in Alfonso Castaneda, Nueva Vizcaya,
00:00:09teachers and students gathered to cross the river where the game will take place.
00:00:22They passed through the hanging bridge.
00:00:26But this is what happened the next day.
00:00:37The three students fell from a height of 10 meters and were swept away by the river.
00:00:50I was shocked. There were a lot of kids in the water.
00:00:54Parents, do you know the route of your children's school activities?
00:01:04Is there also a hanging bridge in your area?
00:01:07To those who are watching, can you please check?
00:01:12Because it seems that the hanging bridges are often cut off.
00:01:17Rhea, who happened to be washing sandals in the river,
00:01:22passed through the hanging bridge.
00:01:24There were a lot of students in the hanging bridge.
00:01:31I was shocked. There were a lot of kids in the water.
00:01:35The kids fell. The water was really strong.
00:01:38But Rhea was almost drowned in fear when she met with those who passed through the hanging bridge,
00:01:45her daughter, Christine.
00:01:48Rhea's mother immediately called the police.
00:01:54The first person I held was a boy.
00:01:59Then, my daughter.
00:02:04My daughter was still crying.
00:02:07I held her in my arms.
00:02:09But because of the strong water, I was able to let her go.
00:02:13The students watched her in the water.
00:02:17I saw the other students who were watching her.
00:02:23I went to the other side of the road.
00:02:26When I saw my daughter outside, I jumped.
00:02:30I didn't think about whether I would hit her or not.
00:02:37I didn't think about what would happen to me as long as I could hold my daughter.
00:02:41Christine was hit in the head.
00:02:44She was also hit in the lower part of the head, breast, nose, and throat.
00:02:50This is her wound, ma'am.
00:02:53She was hit here and there in the head.
00:02:58This is where her throat was hit.
00:03:01She was bleeding.
00:03:03She really needed to be taken to a CT scan.
00:03:06The doctor said that she was bleeding from the outside.
00:03:10But what was the reason behind the hanging bridge?
00:03:13It was cut off.
00:03:18When we were about to cross the bridge,
00:03:20no one stopped us.
00:03:22There were only 5 students crossing the bridge.
00:03:25All the students were going straight to the bridge.
00:03:28I heard my classmates crying and asking for help.
00:03:32I forced myself to get up to help them.
00:03:38Next…
00:03:42According to Alfonso Castaneda Nueva Vizcaya,
00:03:46suddenly…
00:03:50Water…
00:03:5438 students fell from 10 meters above
00:04:00and were swept away by the river.
00:04:07One of the students who fell from the hanging bridge
00:04:11was a grade 11 student named Riza.
00:04:14She was told that she would be lucky
00:04:17because she was hit in the hand,
00:04:19and her skin was wet.
00:04:21There were no fractures.
00:04:23The ultrasound was also negative.
00:04:25I already felt dizziness and the pain in my skin.
00:04:29Until now, I still feel fear and trauma
00:04:33because of what happened.
00:04:35I dream about it every night.
00:04:37I heard my classmates crying and asking for help.
00:04:43I forced myself to get up to help them.
00:04:58According to the Philippine National Police,
00:05:0234 out of 38 students were injured
00:05:06by Alfonso Castaneda's Rural Health Unit.
00:05:10Only four were taken to the hospital.
00:05:12The other three were just served.
00:05:14Maybe they were a bit dizzy.
00:05:16The rest were just minor injuries.
00:05:18While four students had to be rushed to the nearest hospital,
00:05:22which was two hours away from Tulay,
00:05:26Marjun, a grade 7 student, was injured in the arm.
00:05:30When he fell, he bent his arm.
00:05:33There was another fall.
00:05:35Because he cracked his bone,
00:05:37his arm had to be cemented.
00:05:40The cement was okay.
00:05:43The 14-year-old John Rel
00:05:45was the most vulnerable of the victims.
00:05:48Aside from the scratches on his arm,
00:05:51he also had a bruise on his chin
00:05:54after he fell on a big rock.
00:05:57I saw the ultrasound.
00:05:59There were holes.
00:06:01I couldn't see clearly.
00:06:03I couldn't take it.
00:06:04I didn't know that this would happen to him.
00:06:07That's why he had to go under for a splenectomy
00:06:11to remove the splint inside his chin.
00:06:16It can be removed, but it's very high risk.
00:06:18If we remove it, there's a risk of bleeding,
00:06:21there's a risk of infection.
00:06:22When I think about the splint,
00:06:25it's a huge loss to my son's activity.
00:06:31He needs to rest for a long time.
00:06:34Seven days after the operation,
00:06:36John Rel was able to go home.
00:06:38At least he was able to stand.
00:06:40He was able to move by himself.
00:06:43The LGO paid for the doctor's fee
00:06:45and other expenses.
00:06:47But what was the reason for the hanging bridge?
00:06:51It was cut off.
00:06:52Fire!
00:06:53Fire!
00:06:54Fire!
00:06:55The Jogan Hanging Bridge was built in 2015
00:06:59and was built on the site of Melina and Jogan.
00:07:03It was made of steel cables and matting
00:07:06that is 50 meters long.
00:07:08Now that the hanging bridge is not yet built,
00:07:10we don't know where we will go
00:07:12especially when the water level is high.
00:07:14It can be built.
00:07:15It can be repaired so that the children
00:07:17won't have to cross the river.
00:07:19Rhea also noticed something about the crossing.
00:07:22Some students were still moving the hanging bridge.
00:07:26Some students were saying not to move
00:07:30and that they were scared.
00:07:32Others were still crawling behind.
00:07:35That's when the hanging bridge started to fall.
00:07:42According to the investigation,
00:07:44the bridge was overloaded.
00:07:46That's why it gave the capacity of the bridge
00:07:50up to 5 people.
00:07:52Meanwhile, the students who crossed the bridge
00:07:55reached almost 40.
00:07:58My goodness!
00:08:00When we were about to cross the bridge,
00:08:02no one stopped us.
00:08:04They said that only 5 students will cross the bridge.
00:08:07All the students went straight to the bridge.
00:08:10I don't know whose negligence it was.
00:08:12That's what the teachers lacked.
00:08:15They didn't stop the children from crossing the bridge.
00:08:21No one wants an accident to happen.
00:08:25But whose responsibility is this?
00:08:28The biggest obligation and accountability
00:08:31is the school and the teachers.
00:08:34Their obligation is to make sure
00:08:36that all the children crossing the bridge
00:08:38are safe and protected.
00:08:40Well, we did everything with all the precautions,
00:08:43with all the advices,
00:08:45and we told them everything.
00:08:47Before they left,
00:08:49we told them what to do and what not to do.
00:08:54They told us not to cross the bridge together.
00:08:57That's why the children behaved like that.
00:09:01An entity that can be accountable for this
00:09:05is the local government unit.
00:09:07Especially under the law,
00:09:09under our civil code,
00:09:11if there's a problem with public thoroughfares,
00:09:14roads, and bridges,
00:09:16and an accident happens,
00:09:18and people get sick,
00:09:20our local government units
00:09:22have a responsibility and accountability.
00:09:25Actually, right after the incident,
00:09:27our municipal engineering office went there
00:09:30to assess what happened to the hanging bridge.
00:09:33The old bridge will be removed.
00:09:35We will build a new one
00:09:37to make sure that the hanging bridge will be strong.
00:09:41The local government unit
00:09:43answered all the victims' needs.
00:09:45So that what happened to us won't happen again,
00:09:48I hope that the bridge will be fixed.
00:09:51In the middle of any game
00:09:53or violence in schools,
00:09:56happiness and safety should be paramount.
00:10:00It should not be neglected.
00:10:08One Horse Open Sleigh
00:10:10One Horse Open Sleigh!
00:10:13Not just for the race,
00:10:15because the horses in Laguna
00:10:18are rampant!
00:10:20In the beauty contest held in Mahay-Hay, Laguna,
00:10:28the rampants are all long-legged.
00:10:31They wear
00:10:33eleganza extravaganza.
00:10:36But they are not models,
00:10:38but horses!
00:10:42In the first horse race
00:10:45in the Anilinang Festival,
00:10:47who will be the winner of the competition?
00:10:51Get ready, because the pretty girl is coming.
00:10:54It's hard to prepare for what's coming.
00:10:57I have something to do.
00:10:59Just wait.
00:11:00Let the race begin!
00:11:06There's a cowboy.
00:11:09There's a horse with a long mane
00:11:12that has been groomed.
00:11:15There are 14 girls
00:11:17who are dressed up.
00:11:19Not just themselves,
00:11:21but especially their horses.
00:11:25One of the girls who joined this year
00:11:29is Leilani.
00:11:31She's confident that her creation
00:11:35will be a success.
00:11:38How did it form like that?
00:11:40I just tailored it to the clothes.
00:11:42Leilani's tandem horse
00:11:44is her father Lamberto's horse.
00:11:47The costumes I used
00:11:49were helped by my aunts.
00:11:52It's a family effort.
00:11:53It has kayaking leaves.
00:11:55It's a horse race.
00:11:57It's a battle for the grand prize
00:12:01of 7,000 pesos.
00:12:03Get ready,
00:12:04because the pretty girl is coming.
00:12:06I won't let you down.
00:12:08The contestants
00:12:10will not only judge
00:12:12by their runway look,
00:12:14but also by the criteria
00:12:16of their walk.
00:12:19Erickson is a master at this.
00:12:23I believe in never say die.
00:12:25He's covered in mud.
00:12:27Pia Horseback?
00:12:29Words Backyard?
00:12:31Wait a minute.
00:12:34If he wins the crown and cash prize,
00:12:38he plans to add money
00:12:40to buy his own horse.
00:12:42The price of a horse is 20,000 pesos.
00:12:44If you have one of your own,
00:12:46you can focus on taking care of it.
00:12:48You can use it to make a living.
00:12:51Romnick is one of the so-called
00:12:54dark horse of the competition.
00:12:57He's also very nervous
00:12:59when it comes to the most important round
00:13:02of the competition,
00:13:03the Q&A.
00:13:04I'll answer the questions
00:13:06that I have in my mind
00:13:07so that I can think comfortably.
00:13:10His coach, his wife, Grace,
00:13:13is good at taking care of him.
00:13:15If you have to choose,
00:13:17a horse or your wife's shoes?
00:13:21A horse.
00:13:22If we have a horse,
00:13:25I can buy you shoes.
00:13:27If we win the prize.
00:13:29I have a lot of confidence
00:13:31because when he answers,
00:13:33he's always focused.
00:13:36Wait a minute.
00:13:37Let's start with the Q&A
00:13:39from their tourism staff.
00:13:41Your question is,
00:13:42What is the essence of this horse pageant
00:13:45in your province?
00:13:46To provide a wider platform
00:13:48for the horses in our town,
00:13:51Mayay is an agricultural town.
00:13:53Horses are the way of transportation
00:13:55for the farmers.
00:13:56Because the roads are narrow
00:13:58and narrow.
00:14:01Back to our contestants.
00:14:03Who will be the winner
00:14:06of the 2024 Grand Champion horse pageant?
00:14:10The only girl in the competition,
00:14:12Lailani.
00:14:17The never say die, Erickson.
00:14:21Or the dark horse, Romnick.
00:14:28Thank you for the beautiful question.
00:14:30After the show,
00:14:32the contestants face each other
00:14:34in front of the microphone
00:14:36for their Q&A.
00:14:37What is the happiest part of your life
00:14:41while riding a horse?
00:14:43I feel like I'm riding a horse
00:14:46so that I can share with my family
00:14:48what my father does,
00:14:50even if it's hard.
00:14:52If you were to choose,
00:14:54what would you choose to take care of,
00:14:57the horse or the chicken?
00:14:59First of all, the horse.
00:15:01We do this in our daily lives,
00:15:04everyday.
00:15:06What inspired you
00:15:08to be passionate about riding a horse?
00:15:11It inspired me when I saw my father.
00:15:14Because he gave his life for us,
00:15:16for the sake of our horses.
00:15:18Later on,
00:15:19the results were announced.
00:15:21Let's find out the winner
00:15:23of the horse pageant.
00:15:27Lailani,
00:15:28didn't make the top 3.
00:15:30We'll make up for it next year.
00:15:32Erickson,
00:15:33also lost to Valdez.
00:15:35However,
00:15:36he won the Comedianteng Hinete Award.
00:15:39That's life.
00:15:41While the horse pageant
00:15:43was held by the Grand Champion,
00:15:45Our champion is none other than
00:15:49the winner of
00:15:51Hinete number
00:15:556!
00:15:57The Dark Horse, Romnick.
00:15:59Before, I placed 3rd
00:16:01in 2022.
00:16:03Now, I'm the champion.
00:16:04That's why I'm very happy.
00:16:06He also became the best in costume.
00:16:09When he said he was going to win,
00:16:11I couldn't stand up.
00:16:12That's why I did it.
00:16:14In the end, Romnick won
00:16:179,000 pesos.
00:16:19For me,
00:16:20my husband designed it.
00:16:23That's why I won.
00:16:26While we try as much as possible
00:16:28to discourage the use of animals
00:16:30for purposes of rituals or cultural practices,
00:16:33if we can't avoid it,
00:16:36I hope we can promote
00:16:39the safety and welfare
00:16:41of the animals we use
00:16:43in these practices.
00:16:45We won't harm our horses.
00:16:47We ensure their safety.
00:16:49In this competition,
00:16:51what do you feel
00:16:53if the horse is first?
00:17:01Online work is popular.
00:17:04What is this?
00:17:05Is it true that you can become rich here
00:17:08just like the brothers
00:17:10who founded the Ari-Ari-an,
00:17:13Watch and Earn.
00:17:17Just like many of our countrymen
00:17:19who overcome starvation,
00:17:22and the seven brothers
00:17:24who are always in danger,
00:17:26Instant Pancit Canton.
00:17:28Let's eat!
00:17:30Okay, bye!
00:17:32We only share two Pancit Cantons.
00:17:35We really enjoyed that.
00:17:37But that was before.
00:17:39Because now,
00:17:40Dayan can afford to prepare
00:17:42whether there's an occasion or not.
00:17:45In the past, there was nothing.
00:17:48Now, we can taste
00:17:50what we have in life.
00:17:52We can build houses.
00:17:55Welcome to our brand new house.
00:17:59Condos.
00:18:02And cars.
00:18:05All of these
00:18:06are just laptops and cards.
00:18:10Our life has changed
00:18:11because of one laptop.
00:18:12It's just Wi-Fi.
00:18:13I said,
00:18:14we won't have a hard time now.
00:18:15Amazingly,
00:18:16after two months or one month,
00:18:18we already have six digits.
00:18:20In what job does Dayan have a jackpot?
00:18:23Even if he works from home,
00:18:26we will assist you.
00:18:31Dayan was born in a poor family
00:18:33in their province,
00:18:34Surigao del Norte.
00:18:36The common answer
00:18:37to their complaints
00:18:39is Instant Pancit Canton.
00:18:41Two Pancit Cantons only.
00:18:42For eight,
00:18:43it's really not enough for us.
00:18:45What we do is,
00:18:46we share two Pancit Cantons.
00:18:48I think four times a week.
00:18:50In a very short period of time,
00:18:53I think four times a week.
00:18:54It's our favorite.
00:18:56When it's our birthday,
00:18:57we prepare the Pancit Canton.
00:18:58We borrow just a little.
00:19:00It's like,
00:19:01we're already relaxed in that situation.
00:19:04Their father's salary is small.
00:19:07He's a barangay worker.
00:19:09That's why,
00:19:10they are good at many things.
00:19:12We just live with our relatives.
00:19:14We have no electricity.
00:19:16It's embarrassing for our neighbors.
00:19:18If we want to study,
00:19:19there's no electricity.
00:19:20Only candles.
00:19:22To make ends meet,
00:19:23Dayan worked hard in college.
00:19:26She became a working student in Manila.
00:19:28I was a service cashier for fast food.
00:19:30After six months,
00:19:31I became a BPO.
00:19:32At night,
00:19:33I was a BPO agent.
00:19:34In the morning,
00:19:35I was a student.
00:19:36But she got pregnant.
00:19:38My expectation is,
00:19:39I'll be able to pay the rent,
00:19:41utility bills,
00:19:42and I'll be able to eat
00:19:43and give birth to my baby.
00:19:44Dayan worked harder,
00:19:47especially when the expectations increased.
00:19:50Until she finished
00:19:52hotel and restaurant management
00:19:54and got a job.
00:19:55Sometimes,
00:19:56I only get 7,000 to 5,000 pesos per cut-off.
00:19:59For most of us,
00:20:00it's not easy to help our family.
00:20:03I decided to resign.
00:20:05My name is Teacher Dayan.
00:20:07She applied to be an online English tutor.
00:20:10I teach students
00:20:12Japanese and Chinese.
00:20:13I teach them virtually.
00:20:15I saved my income
00:20:17until I got a laptop.
00:20:19Until she discovered
00:20:21a popular job here.
00:20:24As long as you have a laptop,
00:20:26smartphone,
00:20:27or tablet,
00:20:28or internet,
00:20:29you can work anywhere.
00:20:32The advantage of being a BPO
00:20:34is that I can take care of my child
00:20:35because I work from home.
00:20:37Working hours are flexible
00:20:39and the income is dollars.
00:20:42The income is 500 pesos per hour.
00:20:44I was amazed
00:20:45because in the Philippines,
00:20:47you have to work 8 hours a day
00:20:50before you can earn 500 pesos per hour.
00:20:54Working as a VA
00:20:57or virtual assistant,
00:20:58most of their bosses or clients
00:21:01are from other countries.
00:21:03That's why the job is usually ordered
00:21:06and they do it online.
00:21:09You don't have to finish your job.
00:21:11As long as you can do your job,
00:21:13your client is okay.
00:21:15The main thing she does
00:21:17is to help your client.
00:21:18When I started working as a VA,
00:21:20I can say that
00:21:21the number one struggle
00:21:22is finding a client.
00:21:24Even if you have a brain,
00:21:26you're smart,
00:21:27and you feel totally equipped,
00:21:29if you don't have a client,
00:21:30you don't have one either.
00:21:31Some VA's are like secretaries.
00:21:34Others manage
00:21:36social media accounts,
00:21:38job descriptions,
00:21:39data entry,
00:21:42customer support,
00:21:44and the salary
00:21:45can go up to 100,000 pesos.
00:21:49I studied in three courses.
00:21:51You need to be totally equipped.
00:21:53I study all the courses almost every night
00:21:56that I can apply to the work I want.
00:21:59I upskill and upskill
00:22:00so that the client is really satisfied with me.
00:22:03Dayan became a social media VA
00:22:06for a client from Australia.
00:22:09My job there is just posting on IG and Facebook.
00:22:13I started with $3 per hour.
00:22:15Around 150 pesos at that time.
00:22:17This is where I found my client
00:22:20who gave me $25 per hour.
00:22:23I just watch YouTube.
00:22:25I learned how to do email marketing.
00:22:28I learned how to be a personal assistant.
00:22:30The more skills you have,
00:22:31the more offers you get.
00:22:33Before, she earned 25,000 pesos
00:22:36per month in her corporate job.
00:22:39In becoming a VA,
00:22:40her salary is almost triple.
00:22:43It's 60 to 70,000 pesos per week.
00:22:45It took me almost four years
00:22:47to become an expert.
00:22:48Because up until now,
00:22:49I'm still studying.
00:22:51It's not like an instant
00:22:53where you can get six digits right away.
00:22:56It's not like that.
00:22:57Another challenge is
00:22:58having a competition with other VAs.
00:23:00Not just for us Filipinos
00:23:03because there are other VAs with different nationalities.
00:23:06We can say that the websites are saturated.
00:23:11But there's also a downside.
00:23:14You don't have benefits.
00:23:15You're the one who has to pay
00:23:17on your own.
00:23:18SSS, PhilHealth, your taxes.
00:23:20The problem is,
00:23:21I experienced depression or anxiety.
00:23:23There are times when clients
00:23:25immediately remove you
00:23:27or remove you from their company
00:23:29if they want to.
00:23:30There were times when I worked
00:23:32for one week
00:23:33and I didn't get paid.
00:23:34It was a waste of effort
00:23:35because I was there for 40 hours.
00:23:37You expect to get paid after a week.
00:23:39I always say that
00:23:40VA is not for everyone.
00:23:42When I applied as a VA,
00:23:44I wasn't rejected just once.
00:23:47I applied for 50 to 100 applications per day
00:23:51just to find a premium client.
00:23:53What I do is,
00:23:54I give free trials to my clients.
00:23:57If you're weak,
00:23:58you won't last long in this industry.
00:24:00The job is not guaranteed.
00:24:02You have to be strong.
00:24:04You have to buffer your money
00:24:06because you might get fired
00:24:07if you don't pay your rent
00:24:09or other expenses.
00:24:11You really have to
00:24:12test the water always.
00:24:14That's why Dayan
00:24:16formed a group of VAs.
00:24:18They're almost my friends.
00:24:20I recruit them.
00:24:21One of them came from the corporate world.
00:24:23Her salary tripled
00:24:24when she joined the VA.
00:24:26One of the people she gave jobs to
00:24:29is her brother, Barbie.
00:24:31I said, come here.
00:24:32I'll introduce you to my clients.
00:24:34They said, okay.
00:24:35I can hire her.
00:24:36She was in social media at that time.
00:24:38When she finished,
00:24:39Barbie continued her VA
00:24:42until they helped each other
00:24:44to get more clients.
00:24:47We became a team.
00:24:49After 2 months or 1 month,
00:24:51we already have 6 DJs.
00:24:52We have 100K.
00:24:53The first thing we did
00:24:54was to give free trials to our family.
00:24:57Fast forward to 2024,
00:24:59Dayan and Barbie's VA team
00:25:02expanded
00:25:03and their clients increased.
00:25:06That's why the income
00:25:07of the siblings now
00:25:09is reaching half a million pesos
00:25:13every month.
00:25:14We didn't imagine
00:25:16that she can do it
00:25:17even if she's just here in the Philippines
00:25:19and she can't abroad.
00:25:20In the past,
00:25:21they just endured
00:25:22the instant pancit.
00:25:24Now,
00:25:25they can afford
00:25:26to eat delicious food
00:25:27every day.
00:25:28It's pancit for 8 people.
00:25:31There are a lot of dishes.
00:25:32What used to be
00:25:33just for the siblings,
00:25:35now has a house and land.
00:25:38Welcome to our brand new house.
00:25:42This house is our gift
00:25:44to our parents.
00:25:46They also bought
00:25:473 condos.
00:25:49We're making it
00:25:50a rental house.
00:25:52We're making it
00:25:53a rental house
00:25:54for long term and short term.
00:25:55It's an additional source
00:25:56of income for us.
00:25:58And now,
00:25:59they're driving their own cars.
00:26:01I can say that
00:26:02this is one of the tasks
00:26:04of being a virtual assistant.
00:26:06It's really hard and tiring.
00:26:08This is it.
00:26:12This Thursday,
00:26:13Dayan visited
00:26:14her parents and siblings
00:26:16to celebrate
00:26:17Barbie's birthday
00:26:18who's abroad now.
00:26:21The past
00:26:22was content
00:26:23with instant pancit canton.
00:26:25Now,
00:26:26there's patiging.
00:26:27It's your favorite.
00:26:29Before,
00:26:30it's really hard
00:26:31to eat pancit bilao.
00:26:33At least now,
00:26:34we can buy it.
00:26:35And before,
00:26:36we just share
00:26:37pancit canton.
00:26:38Now,
00:26:39we can buy it
00:26:40for a few people.
00:26:42Our family
00:26:43didn't let us down.
00:26:45Even though
00:26:46we went through
00:26:47a hard time,
00:26:48we still did our best.
00:26:49We're really blessed
00:26:50that
00:26:51they became
00:26:52our children.
00:26:54I just cried
00:26:55because of
00:26:56all the hardships
00:26:57we went through.
00:26:58I can't even imagine
00:26:59that we'll still have
00:27:00a chance
00:27:01to overcome
00:27:02the hardships.
00:27:07In any job,
00:27:08you need to
00:27:09discard,
00:27:10be patient,
00:27:11and have a long
00:27:12pancit
00:27:13of patience.
00:27:14Because success
00:27:16is not like
00:27:17a pancit canton
00:27:18that's instant.
00:27:19You really need
00:27:20to work hard
00:27:21for it.
00:27:28In a dark cave
00:27:30in Oriental Mindoro,
00:27:32there's someone
00:27:33watching over
00:27:34an element
00:27:35that's not moving.
00:27:37And it's
00:27:38on eye-to-eye
00:27:40through
00:27:41a cell phone video.
00:27:46Once,
00:27:47Nale and his friend
00:27:49were walking
00:27:50in the dark
00:27:51part of
00:27:52Bungabong,
00:27:53Oriental Mindoro.
00:27:55Suddenly,
00:27:56they saw
00:27:57a flock of sheep
00:27:58when they
00:27:59passed
00:28:00through
00:28:01a tree.
00:28:02We were
00:28:03a little
00:28:04scared.
00:28:05They felt
00:28:06that
00:28:07there was
00:28:08a
00:28:09seed.
00:28:11It was on
00:28:12top of
00:28:13a big rock.
00:28:14The tree
00:28:15was really big.
00:28:16And on top
00:28:17of the tree,
00:28:18there was
00:28:19a small cave.
00:28:20We were also
00:28:21curious.
00:28:22We looked
00:28:23to see what
00:28:24was there.
00:28:26We couldn't
00:28:27see anything
00:28:28because it was
00:28:29really dark.
00:28:30But when they
00:28:31turned on
00:28:32the light
00:28:33of the cave's
00:28:34cell phone,
00:28:36their eyes
00:28:37grew bigger.
00:28:39I also didn't
00:28:40know what this was.
00:28:41We just saw it earlier.
00:28:42And they
00:28:43didn't blink
00:28:44because they
00:28:45saw that
00:28:46they took
00:28:47a video.
00:28:48No
00:28:49way!
00:28:53Earlier,
00:28:54while we were
00:28:55filming,
00:28:56we saw someone
00:28:57blinking.
00:28:58While
00:28:59Naley was
00:29:00vlogging,
00:29:01he noticed
00:29:02that there were
00:29:03two lights
00:29:04blinking.
00:29:05There,
00:29:06there.
00:29:07It was like
00:29:08their eyes
00:29:09were
00:29:10staring.
00:29:11They just
00:29:12looked at us.
00:29:13They tried
00:29:14to hit it.
00:29:17Suddenly,
00:29:18it disappeared.
00:29:22It's gone.
00:29:23It's gone.
00:29:24It disappeared.
00:29:25It's gone.
00:29:27I was scared.
00:29:29Let's leave it there.
00:29:30What
00:29:31or who
00:29:32is the
00:29:33eye-to-eye
00:29:34of the group?
00:29:35You can't see
00:29:36what's inside.
00:29:38That's what's
00:29:39left there.
00:29:40They said
00:29:41there's a lot of
00:29:42wealth there.
00:29:43Let's go.
00:29:50To get to
00:29:51the cave,
00:29:52our team
00:29:53had to go
00:29:54through
00:29:55the bumpy
00:29:56road.
00:29:57We crossed
00:29:58two rivers
00:29:59and we
00:30:00rode
00:30:01along.
00:30:03Here,
00:30:04in the video,
00:30:05I made it
00:30:06like this
00:30:07because
00:30:08my teammates
00:30:09didn't want to
00:30:10get close
00:30:11because
00:30:12it looks
00:30:13big here
00:30:14but when
00:30:15we got here,
00:30:16it was really
00:30:17narrow.
00:30:18We were able to
00:30:19fit in
00:30:20but we didn't
00:30:21force our way
00:30:22inside.
00:30:23Is it still
00:30:24there?
00:30:25Is it still there?
00:30:26So,
00:30:27this is the
00:30:28moment of truth,
00:30:29Masters.
00:30:30One week
00:30:31after getting
00:30:32the video,
00:30:36Leyang Cueva
00:30:37came back.
00:30:38There it is,
00:30:39Masters.
00:30:42It's gone.
00:30:44We couldn't
00:30:45see anything.
00:30:46When they
00:30:47carefully looked
00:30:48at the video,
00:30:49they noticed
00:30:50something.
00:30:51Oh,
00:30:52this is it.
00:30:53Look,
00:30:54it's blue.
00:30:55It's still
00:30:56looking at us.
00:30:58It has
00:30:59long ears
00:31:00and small
00:31:01horns.
00:31:02It has
00:31:03a silhouette
00:31:04that
00:31:06scares me.
00:31:08It's like
00:31:09a goat
00:31:10sitting there.
00:31:13F**k,
00:31:14it's inside.
00:31:15But some
00:31:16were not
00:31:17convinced
00:31:18that it's just
00:31:19a goat.
00:31:20If it's a goat,
00:31:21why would
00:31:22its eyes
00:31:23reach there?
00:31:24If you can see
00:31:25the hole,
00:31:26it's not fit.
00:31:27Also,
00:31:28the goat
00:31:29is not
00:31:30in the dark.
00:31:31Maybe it was
00:31:32spotted
00:31:33by the guards.
00:31:34Moreover,
00:31:35Cueva
00:31:36has been
00:31:37scared
00:31:38for a long time.
00:31:39When night
00:31:40comes,
00:31:41they get scared.
00:31:42But
00:31:43there's someone
00:31:44living here.
00:31:46A guard?
00:31:50Citadel
00:31:51has been living
00:31:52next to Cueva
00:31:53for 6 years.
00:31:54I built
00:31:55a storehouse
00:31:56where we can enter.
00:31:57You just have to
00:31:58block it.
00:31:59The hole
00:32:00is just
00:32:01behind it.
00:32:04My father,
00:32:05when
00:32:06we were
00:32:07preparing,
00:32:08a beautiful woman
00:32:09came down.
00:32:10She's white
00:32:11and has long hair.
00:32:12My father
00:32:13asked her,
00:32:14Where is it?
00:32:15It's just up there.
00:32:16We know
00:32:17all the residents.
00:32:18I said,
00:32:19maybe it's up there
00:32:20in Balite.
00:32:23It's not safe
00:32:24here.
00:32:25It's not safe for us.
00:32:26It's dangerous
00:32:27because of them.
00:32:28Even the residents
00:32:29who pass by
00:32:30the place
00:32:31have
00:32:32their own
00:32:33experiences.
00:32:34I feel like
00:32:35they're looking at me.
00:32:37Every afternoon,
00:32:38I have
00:32:39nightmares.
00:32:44They always
00:32:45breathe in the air
00:32:46when they pass by.
00:32:47It's like their heads
00:32:48are getting bigger.
00:32:49There's something
00:32:50coming out of there
00:32:51that's just white.
00:32:52Then,
00:32:53when the body
00:32:54collapses,
00:32:55they say
00:32:56it's like mud
00:32:57coming out of the ground.
00:32:58But no one
00:32:59dared to
00:33:00enter the inside
00:33:01of Cueva.
00:33:02When there was
00:33:03a flood,
00:33:04the river
00:33:05rose up.
00:33:06The Cueva was flooded
00:33:07so it became
00:33:08a swamp.
00:33:09It used to be
00:33:1012 feet deep.
00:33:11Now,
00:33:12it's not.
00:33:14But,
00:33:15our team
00:33:16was able to enter
00:33:17the Cueva
00:33:18before it
00:33:19was flooded.
00:33:20When I went inside,
00:33:21I was the first
00:33:22to see it.
00:33:28Next,
00:33:29so you can
00:33:30experience
00:33:31the fun
00:33:32with the
00:33:33DENR
00:33:34or
00:33:35Department of
00:33:36Environment and
00:33:37Resources.
00:33:40Our team
00:33:41tried to
00:33:42enter the Cueva.
00:33:50If the
00:33:51security
00:33:52who was
00:33:53filming
00:33:54said
00:33:55something,
00:33:56what was he
00:33:57watching?
00:34:01His eyes
00:34:02were shaking
00:34:03because
00:34:04we were
00:34:05the eyewitness
00:34:06to the answer
00:34:10of what
00:34:11looked like
00:34:12the eyes
00:34:13of the Cueva.
00:34:21Next,
00:34:25Nale's
00:34:26teammates'
00:34:27eyes
00:34:28got bigger
00:34:29when they saw
00:34:30in the dark
00:34:31Cueva
00:34:32in Bungabong,
00:34:33Oriental,
00:34:34Mindoro
00:34:36There,
00:34:37it's still there.
00:34:38It's just looking
00:34:39at us.
00:34:40They even
00:34:41threw it.
00:34:43Cheap,
00:34:44but not
00:34:45worth it.
00:34:48We ran
00:34:49because
00:34:50we didn't know
00:34:51what it was.
00:34:52What was it?
00:34:53Was it a minion?
00:34:54So,
00:34:55our masters
00:34:56saw that.
00:34:57When the
00:34:58group returned
00:34:59the Cueva,
00:35:00we couldn't
00:35:01see anything
00:35:02because it was
00:35:03really dark.
00:35:04We were
00:35:05watching
00:35:06because
00:35:07they were
00:35:08far away.
00:35:09There is
00:35:10an old belief
00:35:11here
00:35:12that
00:35:13the Cueva
00:35:14is watched.
00:35:15But what
00:35:16is it watching
00:35:17inside
00:35:18a very
00:35:19dark
00:35:20place?
00:35:21At the
00:35:22entrance
00:35:23of Japan,
00:35:24there were
00:35:25many people
00:35:26hiding there.
00:35:27My father
00:35:28said that
00:35:29there were
00:35:30many Japanese
00:35:31writings
00:35:32on the wall.
00:35:33There were
00:35:34stories
00:35:35about Ariel
00:35:36who was
00:35:37only 13
00:35:38when he
00:35:39entered
00:35:40the Cueva.
00:35:41I was
00:35:42chased by
00:35:43my parents.
00:35:44I saw
00:35:45a hole
00:35:46so I
00:35:47went inside
00:35:48and hid.
00:35:49I thought
00:35:50they wouldn't
00:35:51catch me
00:35:52because
00:35:53they were
00:35:54scared.
00:35:55When I
00:35:56went inside,
00:35:57I saw
00:35:58a snake
00:35:59and I
00:36:00saw something
00:36:01yellow.
00:36:02I thought
00:36:03it was
00:36:04an old
00:36:05story
00:36:06about
00:36:07the Cueva.
00:36:08It was
00:36:09the Cueva
00:36:10and
00:36:11the
00:36:12snake.
00:36:13I
00:36:14went there
00:36:15and
00:36:16I saw
00:36:17a
00:36:18snake
00:36:19and
00:36:20I
00:36:21saw
00:36:22an old
00:36:23story
00:36:24about
00:36:25the
00:36:26Cueva.
00:36:27I
00:36:28followed
00:36:29the snake
00:36:30and I
00:36:31Because of the small volcano of Cueva, it is not allowed to enter.
00:36:43The entrance is small.
00:36:46It is really not allowed to enter.
00:36:48There is nothing you can do inside.
00:36:50Based on what I saw in the video, blue eyes,
00:36:52maybe the civet cats,
00:36:54because there are a lot of coffee plantations here.
00:36:58Maybe they were hit by a strong rain,
00:37:00so they took refuge here.
00:37:04It's a bit embarrassing because,
00:37:06of course, it's more exciting if you can enter,
00:37:09but if you really can't,
00:37:13we don't have anything to do.
00:37:15The video that Nalay got,
00:37:17was examined by our team to an expert.
00:37:21The distance between the two cats,
00:37:23when they kiss,
00:37:24it looks like an eye.
00:37:25On the back, it looks like a head.
00:37:27Actually, if you look closely,
00:37:29it looks a bit like E.T.
00:37:33It's a combination of fluorescent phenomenon and refraction.
00:37:37So the rock glows in the dark,
00:37:39but at the same time,
00:37:40it has a shiny effect because of the refraction.
00:37:43That's why it sparkles.
00:37:45In Cueva, the rock has components that glow in the dark.
00:37:50The minimal light that hits the material of the rock,
00:37:53it bounces.
00:37:55When it happens, it really sparkles.
00:37:57It's not true that it's a creature or an animal.
00:38:00It's a natural phenomenon.
00:38:02What we're really worried about,
00:38:04that's your own goat.
00:38:05That's the one on the back.
00:38:07Around Cueva,
00:38:09there are a lot of goats that are grazing.
00:38:11It just rained when we came here,
00:38:14so it's possible that the goat went in there.
00:38:17We really believed that that's what we saw.
00:38:20When we zoomed our video,
00:38:23that's what we saw.
00:38:24That's what we saw.
00:38:26We saw a small goat,
00:38:27and we saw its ears.
00:38:33We saw a blueish thing,
00:38:35that's possible,
00:38:36it's the eyes of an animal.
00:38:37We call it tapetum lucidum,
00:38:39or it's the layer in the eyes of animals,
00:38:41or night vision.
00:38:42It helps them hunt,
00:38:43to protect themselves during the night.
00:38:46It's just a location,
00:38:47it's possible,
00:38:48it's domesticated,
00:38:49it can be dogs or cats.
00:38:52It doesn't react that much,
00:38:53so it's possible that the animal
00:38:55can see humans in that area.
00:38:57But for the goats,
00:38:59if we look at the video,
00:39:00the entrance is too small.
00:39:02It doesn't like the dark.
00:39:04During World War II,
00:39:06the Japanese retreated,
00:39:07from the center,
00:39:08and they couldn't hide.
00:39:09They used areas that they can't easily reach,
00:39:12like Cueva.
00:39:13They reutilized that,
00:39:15they hid their weapons there,
00:39:17yams,
00:39:18cows,
00:39:19and it's not just a story in a province like Mindoro,
00:39:22it's a lot of stories,
00:39:23especially in Northern Luzon.
00:39:24Talk about this.
00:39:26This is a global phenomenon,
00:39:29where we have a fascination
00:39:31in looking for the missing.
00:39:34We believe in urban legends,
00:39:37about treasures.
00:39:39I'm scared.
00:39:40We each have our own beliefs.
00:39:42So we're just sharing your beliefs,
00:39:45and hopefully,
00:39:46based on your opinions,
00:39:48based on our experience,
00:39:49you will also share our beliefs.
00:39:54In the dark,
00:39:55there are those who are searching.
00:39:58It's up to us,
00:39:59if we have enough courage,
00:40:02to face it.
00:40:09It's hard to imagine,
00:40:11how a fisherman,
00:40:14from Infanta,
00:40:15in Quezon province,
00:40:16went from shore to shore,
00:40:20until he was rescued,
00:40:22and was sent to Batanes.
00:40:30It's a big worry,
00:40:31for Magdalena and Robert.
00:40:34For 46 days,
00:40:36they haven't seen their family member,
00:40:40Robin.
00:40:41After he went fishing,
00:40:43I couldn't eat,
00:40:44and my husband was thinking,
00:40:46how can I go home?
00:40:49It was very painful.
00:40:50Because I was arrested,
00:40:52I lost my father.
00:40:54I was praying,
00:40:55hoping to see my father.
00:41:00But when they almost lost hope,
00:41:03they received a miracle.
00:41:09Their father,
00:41:10after 46 days,
00:41:14or a month and a half,
00:41:20was found,
00:41:22in the most remote island of the Philippines,
00:41:26in Batanes.
00:41:28This is the amazing story,
00:41:30of a fisherman,
00:41:32and how he was saved,
00:41:35from drowning,
00:41:36within 46 days.
00:41:41FANTAKEZON
00:41:45Robin's family is from Infantakezon.
00:41:49On the morning of July 28,
00:41:51when he went fishing,
00:41:52with his fellow fishermen,
00:41:55to fish,
00:41:56in the Pacific Ocean.
00:41:58They went fishing for two weeks,
00:42:00sometimes for a week,
00:42:02sometimes for a month,
00:42:04before going home.
00:42:05But there was something different,
00:42:07about the departure of Mr. Magdalena.
00:42:10I felt weak,
00:42:12and sad.
00:42:13It was a different feeling.
00:42:15Until this August 7,
00:42:17Robin's fellow fishermen,
00:42:18told him,
00:42:20that his Mr. Magdalena,
00:42:22had been missing for two days,
00:42:24in Laot.
00:42:25I felt bad,
00:42:27for my husband and his family.
00:42:30The captain decided to go back,
00:42:32because the weather was not good.
00:42:34It was dangerous,
00:42:35the waves were getting bigger,
00:42:36so he decided to go aside.
00:42:38He was still there,
00:42:39they still went around that area.
00:42:41I was conscious,
00:42:43because,
00:42:44of course,
00:42:45we are the owners.
00:42:46I was also afraid,
00:42:47that they would lose,
00:42:49a family member,
00:42:50because I thought,
00:42:51that it was because of us.
00:42:53We also talked to the family,
00:42:55to support them.
00:42:56We reported to the Coast Guard,
00:42:58to look for them.
00:43:00They helped us.
00:43:02I still remember,
00:43:04that if my father died,
00:43:06he would feel bad for us.
00:43:08But weeks passed,
00:43:10It was really hard to accept.
00:43:12I wanted,
00:43:14to see my husband.
00:43:20I wanted to go home,
00:43:21so we can all be together,
00:43:23his children.
00:43:28Meanwhile,
00:43:29400 miles,
00:43:31from Infanta Quezon,
00:43:33on the afternoon of September 19,
00:43:35on the coast of Itbayat,
00:43:37in Batanes,
00:43:38a group of bankers,
00:43:40noticed something.
00:43:41One of my colleagues,
00:43:43told me,
00:43:44that there was a boat there,
00:43:46but it didn't run,
00:43:48maybe the engine was broken.
00:43:53They said,
00:43:54there was no one there.
00:43:57But they were very surprised,
00:43:59when they approached it.
00:44:00The people on the boat,
00:44:02didn't have any strength,
00:44:04so they gave them a rope.
00:44:06They said,
00:44:07tie your boat to a person.
00:44:11Then,
00:44:12it jumped.
00:44:13It couldn't swim.
00:44:14My colleagues helped me.
00:44:19The man,
00:44:20that Magdalena's mister,
00:44:22was looking for,
00:44:23was Robin.
00:44:27He was immediately taken to the hospital.
00:44:326 DAYS AFTER THE RESCUE
00:44:396 days after the rescue,
00:44:41Robin,
00:44:42was being taken to a hospital,
00:44:45in the capital of Batanes,
00:44:47in Basco.
00:44:48He had a wound,
00:44:49on his chest,
00:44:51on his feet,
00:44:53on his arms,
00:44:54on his back.
00:44:56You can't see his back.
00:44:58He was paralyzed.
00:44:59When the patient arrived at the hospital,
00:45:01he was really weak,
00:45:03because he couldn't eat properly for a long time.
00:45:06Aside from that,
00:45:07the patient also had dehydration.
00:45:09He also had wounds on his skin,
00:45:11and sunburn,
00:45:12because he was exposed to the sea for a long time.
00:45:15He couldn't really open his eyes.
00:45:18This is where Robin,
00:45:20spent his long journey.
00:45:25The first days of Robin's fishing,
00:45:27in the Pacific Ocean,
00:45:30We were accompanied by a mother boat,
00:45:33and our boat was small.
00:45:37On August 4,
00:45:38it was a good day,
00:45:39I was fishing.
00:45:42I lost my mother,
00:45:44and I was wandering around.
00:45:49I cut my sweater,
00:45:51and I put it on the boat,
00:45:53so that I can wear it.
00:45:55I put it up,
00:45:56so that they can see,
00:45:57if they are still there.
00:45:59But they were gone.
00:46:01I ran out of coffee.
00:46:03I was just wandering around.
00:46:05I felt really cold.
00:46:06He became a food for the hungry.
00:46:09I was fishing,
00:46:10and I was carrying a load.
00:46:12On the other side of the boat,
00:46:13I was stabbing with a knife.
00:46:15I was going to eat the liver.
00:46:18I also saw a fish,
00:46:19one piece,
00:46:20I ate the flesh.
00:46:23There was also a bag of colored meat.
00:46:27That is what I used to get water.
00:46:29We had one gallon of fish.
00:46:32I was saving it for my drinking.
00:46:37He also got caught in a typhoon.
00:46:39I ran to take my watch,
00:46:42I covered it with a stretcher,
00:46:43I was limping.
00:46:44So that I can fill my boat
00:46:46with water.
00:46:49He also met
00:46:50He also has a lot of stories to tell.
00:46:52I would just let them go around my boat.
00:46:56I would just sleep.
00:47:00I would not lose hope.
00:47:02I would just pray to the Lord.
00:47:07Robin would ask for his dried skin.
00:47:11It was all wrinkled.
00:47:13It didn't look like skin anymore.
00:47:14It looked like the skin of a wild dog.
00:47:17I didn't want to get up.
00:47:18I didn't have water.
00:47:20I didn't have anything to eat.
00:47:21I thought I was going to die.
00:47:23At the time when he was about to die,
00:47:26because he had only seen the sea for a few weeks,
00:47:32he saw an island.
00:47:34I saw this mountain.
00:47:35I felt alive inside.
00:47:38Until someone saw him.
00:47:41I went there.
00:47:43They rescued me.
00:47:45Robin's used boat is now in the care of the Coast Guard.
00:47:50When we saw Father Robin,
00:47:52we immediately informed the Coast Guard District of Southern Tagalog
00:47:56that he is the missing person.
00:47:59Father Dehelio is alive.
00:48:01He was found here in the vicinity waters of Batanes.
00:48:05But because he still needed to recover from the hospital,
00:48:08Robin did not go home to Quezon.
00:48:11I wanted to go home,
00:48:12but my body could not go home.
00:48:14Until it was reported to his family in Infanta, Quezon,
00:48:18that finally,
00:48:19Robin was found in Batanes.
00:48:22I was very happy to see him,
00:48:25because he is alive.
00:48:28He is thin, has long hair,
00:48:30has a lot of hair.
00:48:31The doctor said it will take a long time before he can go home.
00:48:36He will get stronger.
00:48:38But when will Robin go home to them?
00:48:41The last typhoon destroyed a large part of Batanes.
00:48:44And Batanes was built by another super typhoon.
00:48:50I want to go home to Infanta.
00:48:52I miss my family very much.
00:48:54But how?
00:48:55Everyone was saved,
00:48:56but another typhoon came.
00:48:59Father, I miss you very much.
00:49:08Fortunately,
00:49:09this Friday,
00:49:10the local government unit of Basco in Batanes
00:49:14and the local government of Infanta, Quezon,
00:49:17the Coast Guard,
00:49:19arranged for the fisherman, Robin, to go home.
00:49:23Robin boarded the Philippine Coast Guard airplane
00:49:27to leave Manila.
00:49:32And he was taken to Quezon Province by an ambulance.
00:49:39It was already night when they arrived in the town of Infanta.
00:49:43And almost two months later,
00:49:46the fisherman went to the sea
00:49:50thinking that he might not be able to see his family again.
00:49:57Happy birthday to you!
00:50:09Happy birthday to you!
00:50:12Happy birthday to you!
00:50:32Happy birthday, Mama.
00:50:36Is it true that the rainy season you saw the last few days was great?
00:50:39Yes, it was.
00:50:41What do you want to do first now that you're already here in Infanta?
00:50:45Eat first.
00:50:46Eat first? Okay, let's eat first.
00:50:49The local government of Infanta has a homecoming dinner for Robin.
00:50:54They also promised to give a self-employment subsidy for Robin and scholarship for his children.
00:51:02Happy birthday, happy birthday, happy birthday to you.
00:51:14In the midst of uncertainty and fear, we will save the faith that the storm will pass.
00:51:26I don't lose hope, as long as I believe in God.
00:51:32In the midst of uncertainty and fear, we will save the faith that the storm will pass.
00:51:39The land is short, but it can be added through reclamation.
00:51:49Just like what is being done in developed places like Singapore and Dubai.
00:51:56Even here in Manila Bay, until now.
00:52:03The question is, will this really work?
00:52:08In the middle of Manila Bay, from the air, you can see the rugged land.
00:52:15The sound of the dredgers is getting louder.
00:52:31Sea vessels are about to leave the land.
00:52:34They are making holes in the ground and sand.
00:52:40You can see the blackness of the sand.
00:52:43They are building mountains that will probably change the shape and form of Manila Bay.
00:52:57In these reclamation areas, a modern city will be built.
00:53:09But the people who are being pushed to move the water and land around Manila Bay are worried.
00:53:18I hope they will give us a break in our livelihood.
00:53:23I hope they won't destroy everything.
00:53:26Their livelihood is affected.
00:53:29There is nothing left to catch.
00:53:31Just a piece of land.
00:53:34But their protests and complaints are heard or just heard.
00:53:51In big projects, small businesses are affected.
00:53:56Like fishermen in Las Pinas, Pasay, Paranaque and Cavite.
00:54:02They are affected by a large reclamation project in Manila Bay.
00:54:08One of the fishermen affected is Mr. Vic from Las Pinas City.
00:54:13For almost four decades, he has been used to fishing in the sea.
00:54:19That's what I'm fishing for.
00:54:21But ever since the new reclamation started in Manila Bay, fishermen are prohibited from fishing there.
00:54:29We are affected by the reclamation.
00:54:32First of all, our livelihood is affected.
00:54:34We are almost out of fishing.
00:54:36We are running out of grass.
00:54:38Your livelihood is affected.
00:54:41Yes, it's affected.
00:54:47What do you call this?
00:54:48This is what we call a fish trap.
00:54:50Is it like a fish pen?
00:54:51It's like a fish trap.
00:54:53Ah, fish trap.
00:54:54I have another one.
00:54:56But in the past, three fish trapped me.
00:55:00Why did they trap you?
00:55:01They said that we are prohibited from fishing there.
00:55:03They have many reasons.
00:55:04But for me, the reclamation is the real reason.
00:55:07That's why we were removed from that place.
00:55:10For the last many years, four fish traps were built.
00:55:16Made of bamboo.
00:55:17It has a generator so that there is light at night to lift the fish.
00:55:23It has a lamp underneath.
00:55:25But because of the reclamation project, some of Vic's fish traps were closed.
00:55:34In the past, there were 300 fish traps in this part of Manila Bay.
00:55:39Now, it's good that there are still 30 fish traps left.
00:55:43In the past, there were six fish traps.
00:55:45The estimate that they get from Vic's fish traps is that there are six fish traps.
00:55:51Now, there are three.
00:55:52Three.
00:55:53It's good that there are three fish traps.
00:55:55Even the types of fish, many of them are gone.
00:55:59They were stolen or stolen by the thieves here in the reclamation.
00:56:05Are you giving any help to recover the loss?
00:56:09We are not.
00:56:10I don't feel that we have been given any help.
00:56:13They said, you have been waiting for a long time.
00:56:15We are waiting for a long time.
00:56:16For us, we have a plan just like you.
00:56:19We are thankful that we were able to get out of what happened to us.
00:56:25It's like we were forced by the government.
00:56:29It's too much.
00:56:32They gave us training.
00:56:33They told us to make fish traps.
00:56:35What are we going to do?
00:56:36What are we going to cook with the fish if we can't catch anything?
00:56:39That's why Vic is now sailing in the sea of Las Pinas.
00:56:44But even here, the effect of the reclamation is already felt.
00:56:48The water that used to flow, it's gone.
00:56:51It's gone.
00:56:52The fish traps?
00:56:53Yes.
00:56:54What is the effect of that on the fish?
00:56:56The fish, of course, will look for the water that flows
00:57:00so that they can swim.
00:57:02Aside from those fish traps, the ones that are used by ships,
00:57:05if it's too noisy, of course, the fish will leave.
00:57:10Those who say that reclamation is needed
00:57:13because the land needs to be added,
00:57:15new businesses need to be built,
00:57:19they say that in general, the reclamation is good.
00:57:23What can you say about that?
00:57:25The reclamation is not good
00:57:27because first of all, we are depriving the environment
00:57:31and the livelihood of the fishermen.
00:57:33It's gone.
00:57:34Almost 80% of their income is gone,
00:57:37and so is the destruction of our coastal areas.
00:57:40We consider that the fishermen have been bribed.
00:57:44It's still the time of the Spaniards.
00:57:46There are already reclamation projects here in the Philippines.
00:57:50In the 1970s,
00:57:52660 hectares of Manila Bay were reclaimed
00:57:57for the construction of the Cultural Center of the Philippines Complex,
00:58:02some malls, and business districts.
00:58:06But in 1993,
00:58:08the City of Manila passed the City Ordinance 7777
00:58:13that prohibits any type of reclamation in Manila.
00:58:18But in 2011, that was not approved.
00:58:22But just last year,
00:58:24President Bongbong Marcos Jr. stopped
00:58:27more than 20 reclamation projects in Manila Bay
00:58:31while the D.E.N.R. passed a study
00:58:35or a Cumulative Impact Assessment
00:58:38on the effects of extensive reclamation on the environment.
00:58:44At the very beginning of the D.E.N.R.'s study,
00:58:48it was discovered that reclamation projects
00:58:51are slowing down the flow of water in Manila Bay
00:58:54that has an effect on the fishermen.
00:58:57Now, just after 3 months,
00:59:00the GoSignal again gave two of the more than 20 reclamation projects.
00:59:07One of them is the 265-hectare Pasay Harbor City Reclamation Project
00:59:13for a modern waterfront city.
00:59:17And the second is the 360-hectare Pasay Reclamation Project
00:59:22for eco-friendly commercial and residential spaces.
00:59:32We went down to one of the landslides in the middle of Manila Bay.
00:59:38We are not on any beach,
00:59:40but we are in the middle of Manila Bay.
00:59:42This is the current situation here.
00:59:44These landslides that you can see here,
00:59:48this is part of a reclamation project from Manila to Pasay.
00:59:54All of these are part of a reclamation project.
00:59:57This land is still not enough to build a business,
01:00:00to add houses,
01:00:02so they are still reclaiming.
01:00:09The problem is that the land is being added,
01:00:12but the sea is shrinking.
01:00:14What about the environment?
01:00:16What about flooding?
01:00:18What about climate change?
01:00:20What about the livelihood of fishermen?
01:00:26Manila Bay is a rich sardine spa, spawning ground.
01:00:30It used to be in the top 10 fishing grounds in the country.
01:00:33It is a rich ecosystem.
01:00:35In reclamation, there are corals, seagrass, mangroves, and sea serine.
01:00:39This is the nursery of our fishermen.
01:00:43How will they grow?
01:00:45They will destroy their habitat.
01:00:48Magdalena is also worried about how she can make ends meet every day.
01:00:54They are both slowly losing their livelihood because of her mistery.
01:01:00The fishponds that we used to build have been destroyed.
01:01:04Now, we are living here in Taguiliran.
01:01:06The fish that came from Pasig, Agos,
01:01:09are not able to reach us.
01:01:11The Agos River changed?
01:01:13Yes.
01:01:15Because reclamation is no longer allowed.
01:01:18Did you build this in the municipality?
01:01:20They were given training.
01:01:22What kind of training?
01:01:24They were given one to eight months.
01:01:30Before they grow up?
01:01:31Yes, before they grow up.
01:01:32We have to wait for eight months before we can fish and eat.
01:01:36What solutions do you see?
01:01:38I don't think we can continue with the reclamation.
01:01:41I think it will continue.
01:01:44Her husband's illness is causing more problems.
01:01:48He was attacked by high blood pressure.
01:01:50He was stressed because of our fishponds that were destroyed.
01:01:54I hope they will give us a chance in our livelihood.
01:01:58I hope they won't destroy everything.
01:02:01If we ask them, they will say,
01:02:04because we need more land for our livelihood.
01:02:08For the rich,
01:02:10I hope they won't destroy our livelihood.
01:02:14We also provide food for the rich.
01:02:17The fish that you will cook and eat came from us.
01:02:21We are not the ones who are being racist.
01:02:23We are not the ones who are destroying.
01:02:24Because we are with them in their livelihood.
01:02:26Because we also know that other agencies are involved.
01:02:30All illegal structures within Manila Bay that don't have permits
01:02:34are categorized as illegal
01:02:36by a Supreme Court decision that prohibits those who don't have permits.
01:02:39That's why they say that the reclamation was given at the same time as 2020.
01:02:45Maybe they are just included in the issue.
01:02:47Others who were affected by the reclamation
01:02:51were relocated,
01:02:52like the fisherman Jeffrey from Paranaque.
01:02:56I agreed because they need the road.
01:02:59When we were relocated to Cavite,
01:03:01there were 8,000 people.
01:03:02Here, we were able to catch fish,
01:03:05but now,
01:03:06half of it is gone.
01:03:12Because he couldn't find a job,
01:03:14before they were relocated,
01:03:16Jeffrey couldn't do anything
01:03:18but to return to Paranaque.
01:03:21But because their old house was demolished,
01:03:24they are now living in their floating house
01:03:28in the middle of the bay.
01:03:30We don't have a place to live.
01:03:31We only have bamboo,
01:03:32and we don't have anything to buy.
01:03:36We are fighting for our livelihood here.
01:03:40But because of the government,
01:03:41we can't do anything.
01:03:42A well-known geologist,
01:03:44Professor Kelvin Rodolfo,
01:03:46Professor Emeritus in Earth and Environmental Sciences
01:03:50at the University of Illinois in America,
01:03:53conducted a study
01:03:55on the effects of reclamation projects in Manila Bay.
01:03:59And according to his study,
01:04:01reclamation,
01:04:02especially flooding,
01:04:05lowers the level of the soil.
01:04:07The soil can also shrink,
01:04:09which is why it is very dangerous.
01:04:12Before, we didn't water here.
01:04:13But when the flood came,
01:04:15we were forced to water.
01:04:16For example,
01:04:17our sea is a basin of water.
01:04:20If we put a stone in the middle of a basin of water,
01:04:23let's see what happens.
01:04:24That's what's happening now.
01:04:26There was a survey conducted by JICA a long time ago
01:04:30that said it's not feasible
01:04:32to reclamation in Manila Bay
01:04:34because the waterway is very narrow.
01:04:37So if you cover it, it will really flood.
01:04:39It's not a force of nature.
01:04:41It's because of this man-made,
01:04:43humanity-induced pressures that we are doing.
01:04:46And there will be more.
01:04:48We got a report from the government agency
01:04:51that is in charge of reclamation projects,
01:04:54the PRA or the Philippine Reclamation Authority.
01:04:58Atty. Literal, please explain
01:05:00why the sea needs to be flooded
01:05:02to make land.
01:05:04Ma'am Jessica, the reason is
01:05:06like here in Manila Bay,
01:05:08it's already congested.
01:05:09There's not enough area,
01:05:10there's not enough land for real estate
01:05:12and also the urban sprawl.
01:05:14Because aside from the limited space,
01:05:16the number of people is increasing.
01:05:18We need space, we need economic movement.
01:05:20The problem is,
01:05:21I think there are other effects
01:05:24of these reclamation projects.
01:05:26First, on the environment.
01:05:27How is that?
01:05:28That's why one of the requirements of the PRA
01:05:32is that they should present
01:05:35an environmental compliance certificate
01:05:37from the Environmental Management Bureau
01:05:40and also the area clearance
01:05:41that is being issued by the Secretary of the DNR.
01:05:44So in principle, Atty.,
01:05:45when you get land from other places
01:05:48or you flood the sea
01:05:51to fill it with sand
01:05:53to make land,
01:05:55to cover the sea,
01:05:56in itself,
01:05:57is there a remedy for the environment?
01:06:00What the law requires
01:06:01is remediation
01:06:03and to reduce the impact.
01:06:06That's why the ECC
01:06:07doesn't say there's a replacement.
01:06:09They just say,
01:06:11these are the conditions
01:06:12to reduce or mitigate
01:06:14the impact of activities on the environment.
01:06:17Just like when you dig up soil,
01:06:19the only remedy for that is to cover it.
01:06:21The fishermen are saying
01:06:23that the flow of water
01:06:26affected by this reclamation
01:06:28is gone.
01:06:29The seagulls,
01:06:32the whales,
01:06:33some species of fish
01:06:35that they used to catch,
01:06:36they don't see them anymore.
01:06:38It looks like the fish are drowned.
01:06:41That's the result of this reclamation.
01:06:43Of course,
01:06:44the activity of catching seagulls
01:06:46can disperse the fish.
01:06:49After a while,
01:06:50you should rehabilitate the area
01:06:52where you can make artificial reefs
01:06:54and plant mangroves.
01:06:56But we talked to some fishermen
01:06:59that they didn't receive much help.
01:07:02Their livelihood really fell apart.
01:07:05How can they survive
01:07:07their daily lives
01:07:09if they are affected by this ongoing reclamation?
01:07:13It's good that you mentioned that, Ms. Jessica.
01:07:15We will sit down with the LGU
01:07:18and also the proponent
01:07:19on what can be done
01:07:21to bridge the loss of income.
01:07:24Largely, they feel alienated
01:07:26by this whole project,
01:07:27this reclamation.
01:07:28They see the beautiful buildings.
01:07:31They say,
01:07:32we used to fish there.
01:07:33What was the benefit for us?
01:07:35You will give them new opportunities
01:07:38for livelihood.
01:07:39But there is still the side of the fishermen.
01:07:43This is our life.
01:07:44We need to continue this
01:07:46until our next child,
01:07:47until our children and grandchildren.
01:07:49That's what we need to harmonize.
01:07:52Because what the reclamation will give
01:07:55is a new opportunity of work
01:07:58but totally different
01:07:59from what they used to fish,
01:08:01which is fishing.
01:08:02We really need to listen
01:08:04to our fellow fishermen,
01:08:06especially the fishermen,
01:08:08because their livelihood
01:08:10is the ocean.
01:08:11They support the law
01:08:13that our so-called
01:08:16municipal waters
01:08:18should belong to them.
01:08:19♪♪
01:08:35There is still a long way to go
01:08:37for this large-scale reclamation project
01:08:40in Manila Bay.
01:08:41Only 2 out of 20 projects
01:08:45are being done right now.
01:08:47But right now,
01:08:48we can already see the effect
01:08:51on the environment
01:08:52and the livelihood
01:08:53of the fishermen.
01:08:55What if other similar projects
01:08:57follow suit?
01:09:00I hope this does not continue
01:09:03to affect the livelihood
01:09:06and the environment.
01:09:09♪♪
