00:00The BARMM elections, it's the first time that there will be parliamentary elections for the Bangsamoro Autonomous Region in Muslimil-Danao.
00:09What is the situation now? Are there a lot of people who want to run?
00:15What is the outlook if there are new political candidates or the political families will return?
00:23Of course, what they said is wrong. Political families, traditional political families versus the former mountains.
00:31This battle is a bit different. I will honestly tell you, Mamalu, that I am nervous about this battle.
00:39But we are the ones who are preparing and we already have a lot of plan A, plan B, plan C about things like that.
00:45We should also know that our countrymen, aside from electing their representatives in the parliament,
00:53they will elect their political party like a party list.
00:58They will ask us to include 16 political parties and 1,500 sectoral organizations
01:07so that it will be counted in the election who will be elected as representatives.
01:13Because they are mixed, direct voting, sectoral reps and party reps.
01:18Yes. There are 80 members of the parliament.
01:25Of those 80, 40 are in political parties, 32 are in the parliamentary district and 8 in the sectoral organization.
01:34Think about it, 1,500 will ask us for accreditation and only 8 will fight for the position.
01:42Earlier, there was an announcement by the Supreme Court, Mamalu, that the Supreme Court has decided that Sulu will not be included in Bangsamoro.
01:51This is a big development and you should look forward to what we will say about that.
01:57We want to know what is the implication of this in our election if Sulu will be removed from Bangsamoro.
02:05The number of seats will be reduced, up for grabs.
02:09That's how it is, Mamalu. The question is, can we reduce the number of seats if there is no change in the law?
02:16If there is no amendment in the law, can we do that now?
02:20Or should there be a change in the organic law that we are following just for the conduct and holding of the election?
02:29What is the difference between BARM elections and their election code?
02:34Even for political parties, they are using gender-friendly provisions.
02:43What is the difference between them and BARM elections?
02:51What they did is very proud because you know, they put 40% for women in the political parties.
03:02At the same time, Mamalu, they also put anti-political dynasty provision up to second degree, for mothers, parents, children and grandparents.
03:12So it means they are more advanced than our omnibus election code in 1985 because they already have gender-sensitive provision.
03:21After that, they have anti-political dynasty provision.
03:24As you can see, Mamalu, political parties should have 10,000 members.
03:28It means that they are making sure that the political parties are well-represented in the entire region.
03:34In our country, sometimes there are only 100 members and it's already a political party.
03:38Sometimes there are no members and it's just a political party.
03:45But the issue of hotspots, or what they call areas of concern in Comelec, what is your reading?
03:54Are there more of them? Particularly, it's not just the usual BARM in different places because the rivalry is getting intense in some provinces and regions.
04:06In BARM, we haven't seen any violence there.
04:09As you know, they are our Muslim brothers who are fighting.
04:14We believe that there will be peace in BARM.
04:20In other places, there might be violence or misunderstandings of the political parties.
04:27It's getting hot because we already have those who monitor violence.
04:31There are also barangay officials and municipal officials.
04:35But this is just the beginning of the election campaign, especially Mamalu.
04:41If the candidacy filed on October 1, 2020 and it's sad, we don't have the power to file a candidacy because remember,
04:50the power of Comelec will only enter when the so-called election period starts.
