00:00This is the story of those 40 families who take out billions of rupees from the pockets of the Pakistani people every year.
00:06And in this aiding and abetting, the government or the state has a full hand.
00:10This is the story of such power plants of IPPs that even if they don't generate electricity,
00:14they are paid billions of rupees in the form of capacity payments.
00:17Circular debt of 2300 crores is in addition to this.
00:20And to end this circular debt or to consolidate it, the same state that has made agreements with the power plant,
00:27increases the basic tariff of electricity.
00:29After increasing the price of electricity in the last month,
00:32this debate has become more intense that the government should pay the expenses of the people in the form of capacity payments.
00:38And then the former Minister of Commerce and Industry, Ijaz Gohar,
00:41held several expos and press conferences on this issue.
00:44And he mentioned the 40 families in the IPP sector.
00:47And today he has announced that we will go to the Supreme Court against capacity payments.
00:53A plant that supplied zero electricity in January, it was given 1000 crores.
00:59In February, it supplied zero again.
01:01In March, it supplied zero again.
01:03Then it was given a payment of 1000 crores.
01:06Out of 106, 50% of the plants are such that are making less than 10%.
01:1025% are such that are running on zero.
01:13The other day, the FPCCI and APTAMA also demanded a forensic audit on the IPPs.
01:20They said that the government will have to decide whether it wants to save 40 people,
01:24or 40 families, or 240 million Pakistanis.
01:29No one should survive.
01:31Only those people should survive who do not use energy.
01:34There is a burden on 10 people.
01:36When one of them falls down, we will put that burden on 9 people.
01:40The textile industry of Pakistan cannot run on such expensive electricity.
01:44The time has to be decided.
01:46These factories have to be shut down.
01:48Or you give us capacity payments for closed factories.
01:50These IPP agreements are not sustainable.
01:53Whatever electricity is made, it should be paid for.
01:57The story of IPPs starts at the end of the 80s,
02:01when the first IPP hub was founded in 1986.
02:05And then in 1994, the first IPP was made under the policy of installing power plants.
02:11At that time, 18 rupees per unit capacity payment was paid.
02:17That is, whether the power plant produces electricity or not,
02:20it will be paid according to the capacity of 18 rupees per unit.
02:24According to the data, between January 2024 and March 2024,
02:28150 billion rupees of capacity charges were paid to the IPPs every month.
02:33The IPPs received 450 billion rupees in 3 months.
02:37And 4 power plants did not produce 1 unit of electricity.
02:40But they were also paid 1000 crore rupees.
02:4352% of these power plants are owned by the government and 28% by the private sector.
02:49Three plants with a capacity of 3000 megawatts are closed right now.
02:55The first one has a 192 megawatt hub.
02:58The second one has a 146 megawatt Habibullah Coastal Power Company.
03:02And the third one has a 1638 megawatt Capco power plant.
03:06It should be clear that like other sectors,
03:09there are also some prominent families in this sector whose names are mentioned.
03:13For instance, you hear about the Tareens, the Tabaz, the Dauds,
03:17and the Mansha.
03:19These families are so powerful that they make their own policy.
03:25And then it is also accepted.
03:27Let's look at the three power companies.
03:29On the first number, Hub Power was paid 2.6 billion rupees in January,
03:334.3 billion rupees in February,
03:35and 2.6 billion rupees in March.
03:38And Hub Power did not produce a single unit of electricity.
03:41Viewers, three years ago, there was an agreement between the IPPs and the government.
03:45And this agreement was being called a game changer.
03:48A claim was being made that now no one will have to buy expensive electricity in the country.
03:53There are agreements of 1994, 2002, and 2006.
03:58God willing, they have been reviewed and agreed upon.
04:02Our industry should benefit from it.
04:04God willing, the power producers of the government will also come under this umbrella.
04:09Their rates are also being reviewed and they will also be adjusted, God willing.
04:13Imran Khan tweeted and said,
04:15I congratulate the nation on the new agreements made by the IPPs.

04:20Circular debt and electricity production will be reduced.
04:22This is the same time, viewers, when the committee was also formed
04:25on the decision of the IPPs.
04:28In the leadership of Muhammad Ali, the Noorukhni committee presented its report
04:31and recommendations to Prime Minister Imran Khan.

05:08have earned almost 1 billion rupees in extra profits
05:10and more than 3 billion rupees in dividends.
05:13At that time, Razaq Daud's Hukumti Mushir,
05:16his company Roosh Power,
05:17spent 9 billion rupees on power plants
05:20and earned 30 billion rupees.
05:22While his other power plant, Alton Energy,
05:25earned almost 6.5 billion rupees.

05:29the Sabah Power Project and the Orient Power Plant
05:31have earned almost 10 billion rupees in extra profits.
05:34Both these plants are owned by Nadeem Babar.
05:37Similarly, two power plants of the JWD Group
05:41have earned almost 4 billion rupees in extra profits.
05:44And instead of having further proceedings against them,
05:47there were talks of a heat audit.
05:49This report went very deep.
05:51But a new agreement was made with the IPPs
05:54and all of them were accommodated
05:56given that state agreements were present.
05:59But now, the data that has come out,
06:01it is being found that
06:03the IPPs that were benefited under this agreement,
06:06like on the fourth number in the list,
06:09Roosh's P unit is being bought for 745 rupees.
06:13And the plant factor of this power plant is only 4%.
06:17This means that this plant is generating electricity
06:19with a capacity of only 4%.

06:25Roosh Pakistan is the owner of Power Limited Descon.
06:27Descon is owned by the famous businessman
06:29and the head of the Tariq-e-Insaf Cabinet,
06:31the famous businessman, Razzaq Daud.
06:33According to the Gohar-e-Jaz,
06:35the government of Roosh has not only
06:37measured the damages of 160 crores,
06:39but also took the credit of renewing these agreements.

07:34Angro and Habibullah Group.
07:36Similarly, the Alton Power Project
07:38is also in the ownership of Descon,
07:40which is owned by Abdul Razzaq Daud,
07:42Pak Generation Power Project,
07:44Nishat Power, Nishat Chunia,
07:46Lalpeed Power Plant,
07:48and according to the IPP report,
07:50if we look at the profits of all four plants,
07:52then it is approximately 71.5 billion rupees.
07:55Gul Ahmed Energy's owner, Gul Ahmed Group,
07:57is the owner of Sabah Power Project
07:59and the owner of Saif Power Plant,
08:01as we told you, is Mushir-e-Tawanai Nadeem Babar.
08:03Davis Energon Private,
08:05is in the ownership of Syed Abid Imam
08:07and Syeda Kulsoom Imam.
08:09Syed Abid Imam is the son of Fakhar Imam.
08:11Similarly, Saif Power Plant
08:13is in the ownership of Saifullah Group.
08:15The owner of Lucky Power Company
08:17is Muhammad Ali Tabba.
08:19JDW Unit 2 and 3
08:21is owned by Jahangir Khan Tarim Saad.
08:23And now, if we look at the 101 IPPs,
08:25then three plants,
08:27zero, meaning a big zero,
08:29are running at zero capacity.
08:31The capacity of 70 plants,
08:33that is, the capacity to generate electricity,
08:35is approximately 31%.
08:37Whereas, 13 plants are such
08:39that they are generating electricity
08:41at a plant factor of more than 50%.
08:43Viewers,
08:45from 25% to 83%,
08:47the plants that generate electricity
08:49have been paid 1314 billion rupees.
08:51In simple words,
08:5380% of the IPPs generated
08:55less electricity,
08:57but they were paid 100%
08:59according to the total capacity.
09:01One plant, Alhamdulillah,
09:03whose plant factor was 4%,
09:05was paid 7 billion rupees.
09:07Now, if we look at the electricity purchase,
09:09the government is buying
09:11almost 200 rupees per unit
09:13from the coal-fired power plant
09:15and 50 rupees per unit
09:17from the solar power plant.
09:19And if we look at the total payment,
09:21it is almost 2 billion rupees.
09:23The government has paid
09:251929 billion rupees to the power plants
09:27in the capacity payments
09:29for which not a single unit of electricity
09:31has been collected.
09:33That is, without purchasing electricity,
09:351929 billion rupees have been spent.

09:39If we look at the payment breakdown,
09:41the IPPs were paid 38%
09:43of the total payment,
09:45whereas 62% of the capacity
09:47was paid in the payment.
09:49Just three years later,
09:51Circular Deadly has become

09:57with each passing day,
09:59but it is almost impossible
10:01to control it.
10:03And how can it be controlled
10:05when there are strong rulers
