00:00In the name of the Father, and of the Son, and of the Holy Spirit. Amen.
00:30The guest of the Decade is the Prime Minister RaÄan JamÄiÄ and the completion of the construction of the Zagreb-Split highway until the end of 2005.
00:38The winners of the Nobel Peace Prize are Kofi Annan and the United Nations.
00:43Good evening, dear viewers.
00:45The sexist speech of the representative of Ante KovaÄeviÄ against Vesni PusiÄ
00:48puts the second plan of the Parliamentary debate on the removal of immunity to the representatives ÄapiÄ and GlavaÅ”.
00:54The debate is over and only the voting is left.
00:56ÄapiÄ is wanted for the removal of immunity because he rewrote two-thirds of his magisterium,
01:01and GlavaÅ” because his vicious position influenced the transformation of Slavonia's voice.
01:06In defense of two-thirds of the rewritten magisterium of Ante ÄapiÄ, his colleague Anto KovaÄeviÄ had an excuse.
01:13One writes originally, and 99% rewrites, says a great thinker, a great writer, I think we all agree, Milan Kundera.
01:23That statement is false and offensive.
01:26Mrs. PusiÄ, in the name of the dignity of this Parliament, I have to tell you that...
01:31The correction of the incorrect statement was not a reply and there is no answer.
01:35And he wants to be a wise man.
01:39Where is the mention, please?
01:41Popola, Popola.
01:43Where is the mention?
01:45You said I was lying. And where is your mention?
01:48Popola, Popola.
01:49Popola, Popola.
02:02The chairman, looking at everything according to the Slavonic duoptria, had his own explanation.
02:06In this court, in this court, there was a mutual insult between two deputies,
02:14and because of that I will say the mention, because of the mutual insult between colleagues PusiÄ and KovaÄeviÄ.
02:23ArloviÄ barely managed to keep the insulted deputies in the Parliament, and the stay was the only solution.
02:29After a thorough phonogram, ArloviÄ withdrew the mention of Vesni PusiÄ and spoke,
02:34but here too he made a small mistake and caused the deputies' insults.
02:37You yourself realized that you have insulted the deputies of the weaker half, which does not have to be...
02:50Wait a minute, which does not have to be...
02:54Apart from the mention, Anto KovaÄeviÄ was forbidden to speak about that topic until the end of the meeting.
02:59He spoke to all the women in the Parliament and Vesni PusiÄ, but this time he did not owe him anything.
03:04And to ask Mrs. PusiÄ to stop insulting the Croatian people, especially the Croats from Bosnia and Herzegovina, and me personally as a representative.
03:13As far as the introduction and hiding behind the Croatian people is concerned,
03:18in order to justify the government's simplicity in this Parliament,
03:22it is not acceptable to anyone, and it is harmful to the Croatian people.
03:27This meeting of the Parliament recorded such sexist statements at the beginning of last year.
03:31At that time, by making a small mistake, the Parliamentary Deputy Jadranko MijaliÄ
03:36did not emphasize how women understand it, because they are sometimes satisfied with less.
03:40He earned a mention, the former Minister of Justice passed without a mention,
03:44when he instructed the deputy Marija Bajt how she understands her statements
03:48and that she can afford it, given that she is a woman.
03:52In the former call to the Parliament, the sexist statement of Ivana JakoviÄiÄ was recorded,
03:55which, with the help of the appointment of Ljerke Mintas Hodak as a minister,
04:00alluded to the fact that she was elected only because of her charm.
04:03She experienced the condemnation of all deputies, and of those with whom she later sat in the government.
04:07The sexist statements that were heard in the Parliament last year did not harm the reputation of the deputies.
04:12On the contrary, most of them made progress in politics.
04:16In the studio, greetings to the Prime Minister, Ivica RaÄan, good evening, welcome.
04:20Good evening.
04:21Although the topic of our conversation will be the construction of motorways, Zagreb Split,
04:25at the beginning of which you will comment on the fact that we have seen these inappropriate statements in the Parliament,
04:29in general, on the communication of politicians in Croatia.
04:32This is just another terrible example that something in our communication in Croatia is not in order.
04:39There is too much insult in communication, hate speech, as we have seen.
04:44Here is another example of an inappropriate relationship between a deputy and a member of RaÄa Spolova.
04:55It is not the first time that we have heard the insult of a woman who does not have enough in her political life,
05:03and that deserves condemnation.
05:05We cannot justify such behavior by the fact that we are still too patriarchal society.
05:12Well, a democratic European Croatia cannot be at peace with such a statement.
05:18We should have more reasonable sentences for such behavior.
05:22Mr. RaÄan, let's go back to the construction of the motorway, which is planned to be completed in July 2005.
05:28This announcement caused reactions from delight to skepticism.
05:31Namely, for 31 years we have been building the road from Zagreb to the river.
05:36So it is not surprising that people do not believe.
05:38Yes, you are right.
05:39We have been building the road for a long time, but this time it will be built.
05:44And it will be built as we decided on the Croatian government.
05:50And the Croatian government, in turn, decided to take responsibility personally, directly.
05:59I am in charge of the authority for the construction of this motorway, so we take personal responsibility.
06:05We are aware that this is a huge project, a huge undertaking.
06:10Not only because it is worth three billion marks,
06:13but also because it was dreamed of by generations, but they did not realize it.
06:19And such an undertaking is not just an ordinary road connecting Dalmatia with Central and Northern Croatia.
06:27It is a road that should have, but has not so far, integrated Croatia.
06:31It is a road whose significance at the moment is difficult to see, and we do not have time to talk about it.
06:40We must show in this peaceful period that we are able to do significant things, as we showed in the Civil War.
06:49This time it is about the improvement and construction of the country.
06:53Yes, I insist, the road will take three years to build.
06:58The preparatory period is until July 30 next year.
07:03And after three years of construction, it will be released into circulation,
07:08and we will be able to get to Zadar in two hours at an allowed speed,
07:13that is, three to Split itself, that is, the Dugopolje at the level of Split.
07:17Mr. RaÄan, all this sounds good, very optimistic.
07:20But the builders themselves agree that it is possible to build the road this year.
07:24They say that the problem will be the administration.
07:27They ask for permission, for location permits, for the purchase of land.
07:31Well, look, this project should somehow help in the economic life of Croatia.
07:40On the one hand, in regulating that economic life, to be in accordance with the law,
07:46but not even the bureaucratic procedures that are an obstacle to economic life.
07:52On the one hand, there are people who will have the task of changing the necessary legal regulations
08:02to ensure efficiency, speed, construction,
08:08so that we do not waste time and money due to the speed and bureaucratic obstacles.
08:15And on the other hand, we must ensure legality.
08:19I insist on the permits, but in order for the permits to be possible,
08:25the quality of construction must be a quality project,
08:28but also the laws that make it possible, we are talking about efficiency.
08:33You said now that you insist on the permits, that everything is done in accordance with the law.
08:38But you did not refuse to open the auto road Karlovac-Vukova-Gorica,
08:42it did not have a use permit, and so far the road has passed more than a million vehicles.
08:46How do you interpret that?
08:48Because so far no road in the ten years it has been built and opened, so to speak, had a permit.
08:54Here you see that with this auto road, which connects Dalmatia with other parts of the country,
09:01we are trying to make a turn there, a big turn.
09:05Accordingly, our task, I admit, is huge, the task is difficult, but we can do it.
09:12You did not answer me about the road Karlovac-Vukova-Gorica.
09:15Why did you refuse to open the road Karlovac-Vukova-Gorica?
09:19Because there were no necessary permits, in my opinion,
09:23and I refused to continue the practice, to open the roads without all the permits.
09:30Most of the permits, I can say at the moment, almost all of them have been added.
09:36But I will not open the road Karlovac-Vukova-Gorica.
09:39It is really open, even without me.
09:42I think that in the next month or two we will be able to say that this road is in regular circulation as far as permits are concerned.
09:50Let's go back to other topics.
09:53President of the Assembly Zlatko Tomcic today stated that most of the political parties do not support the agreement with Slovenia.
10:00The alleged Prime Minister DrnovŔek stated that Slovenians do not agree with the international arbitration that you are talking about.
10:06I am not talking about international arbitration.
10:09I am only ready to accept my arbitration if there is no direct agreement between Croatia and Slovenia.
10:18The strategic interest of Croatia is to solve all open issues with Slovenia.
10:24And I believe that sooner or later this will be accepted by a huge majority of the citizens of this country.
10:30I am aware that, among other things, disagreement can cost Croatia a lot.
10:37I warned about this.
10:40The government stands behind the proposal of the agreement on the borders between Slovenia and Croatia.
10:49We asked that the word of this agreement be viewed through the long-term interest of Croatia for good relations with Slovenia.
10:58Because I claim that what some people do not like about this agreement, Croatia can pay much more without solving this issue.
11:10If there is no solution to this issue, we will not solve it, probably at the Ljubljana Bank.
11:16The road we are building will not have access to Europe through Slovenia.
11:21We are interested in a continuous flow of goods and people, especially tourists, through Slovenia who come or leave Croatia.
11:33It is extremely important that we establish good relations with Slovenia.
11:38It is going to the EU sooner than Croatia.
11:43And the EU border will be with Slovenia for a number of years.
11:47It would be, I must say, extremely dangerous to have problems on our western borders,
11:55and if we open cooperation on the eastern borders, it would mean that we stay in the Balkans longer than we would like.
12:02And the last thing I want to say precisely, the government has proposed a strategy to solve this problem.
12:10Those who reject this strategy must accept the responsibility for the consequences.
12:14You have recently announced the reconstruction of the government.
12:18The public is probably interested at the moment whether Minister TuŔek wants to remain in his position, including the departure of the HLS.
12:24I am also interested in that.
12:26But, joking aside, I think it would be bad for any minister in the Croatian government to leave the government
12:34because he voted for this or that decision, in this case for the adoption of the law.
12:39But this government is a coalition, and the arrival and departure from this government,
12:46no matter how much some people from the outside told me, depends only on the president of the government.
12:52Consultations are underway.
12:55I have publicly said that it would be bad for anyone from the government to leave
12:58because he voted for this or that decision, in this case for the adoption of the law.
13:03The government must defend the legality and respect of the law.
13:06We will see. I hope that this problem will not turn into a super problem.
13:13And just for the end, shortly, among many objections to the HLS bill,
13:17today we heard, and it is quite sharp, that the departure of the Croatian Association for the Initiative on Democracy,
13:22they refer to 12, as they say, deadly sins of the privatization of the HLS,
13:26among which are embezzlement, miscalculation, bad control, changing the law as needed,
13:30seeking to remove confidentiality from the concession agreement,
13:32so that Deutsche Telekom is allowed to pay the shares together,
13:36and thus help to pay the bill, and that Deutsche Telekom itself pays for the embezzlement,
13:41which is happening with these acquisitions of the HLS.
13:44The privatization of the HLS began much earlier than this government.
13:52At that time, some things were strictly defined and could no longer be changed.
13:57That is one.
13:58Secondly, we had to end the privatization that began earlier.
14:04The loss that we made to them would be huge.
14:07For the rest of the technological Croatia, especially.
14:10Thirdly, we cannot publish the contract until it is signed, achieved,
14:20until it is negotiated.
14:22It is well known that things cannot be public as people would like.
14:26At the moment when the government is signing the contract,
14:31we can talk about the signing of the contract,
14:34first of all in the Croatian Parliament, and then more widely in the public.
14:40And finally, what we insist on,
14:44changing the tariff and increasing the price,
14:48cannot go in the direction of creating extra profit in the HLS.
14:56The government will control that.
14:58We promised that the analysis of the real increase of the price of the HLS
15:05will be carried out again, in order to prevent any form of extra profit.
15:10That is what we said to the government, and we will not insist on anything.
15:14I would like to ask one more question, but this time it is very short.
15:16Thank you for the interview.
15:18Thank you.
15:20The government approved the final proposal of the law on the rights of Croatian defenders
15:23and members of their families.
15:24The civil war lasted from 1991 to the end of 1995,
15:28and not as it has been so far, from 30 July 1990 to 30 July 1996.
15:341990 is defined as the period of preparation for the defense of sovereignty.
15:38Croatian Minister of Defense, Ivica PanÄiÄ, said that this does not mean
15:42that the defenders will be deprived of the right of asylum in the period up to 1991.
15:46The law also determines who can be a volunteer.
15:49A volunteer from the civil war is a Croatian defender from the civil war
15:54from 1991 to 15 January 1992,
15:58participating in the defense of the sovereignty of the Republic of Croatia,
16:01at least 60 days, or less than 60 days, if he died,
16:19or if he was prevented from participating in the defense of the sovereignty of the Republic of Croatia
16:23due to injury, injury, imprisonment, or disease.
16:34Afghan religious leaders declared jihad against the United States in their prayers.
16:39The agency close to the Taliban reported that fetves
16:42on the call for jihad were announced in mosques in all major Afghan cities.
16:48American fighter jets ceased to attack unmovable targets in Afghanistan,
16:53because Friday is a holy day for Muslims,
16:56said the chief of the Joint Staff of the US Army, General Richard Myers.
17:00He added, however, that the US forces are ready
17:03to attack movable targets at any time.
17:06The Taliban's military power has weakened,
17:09and the camps next to the terrorists have been destroyed,
17:12said US Defense Secretary Donald Rumsfeld.
17:15American bombers B-52 and B-1,
17:18which flew over the Arabian Sea last night,
17:21attacked command bunkers, weapons warehouses,
17:24and Taliban fighters in parts of Afghanistan.
17:27Airstrikes were fired at Kabul and Kandahar.
17:30More than 200 people were killed in the attack,
17:33mostly civilians, according to Taliban sources.
17:36American bombers also bombed Taliban positions
17:39on the battlefield with the defeated Northern Alliance.
17:42In these areas, anti-Taliban forces could advance,
17:45said Rumsfeld.
17:46The United States also made the last American offer
17:49to withdraw Osama Bin Laden in exchange for a ceasefire.
17:52According to information sources,
17:55Mullah Omar and Bin Laden are probably in the southern part of Afghanistan.
17:58Airstrikes are becoming more and more frequent
18:01because of American attacks on Muslim countries.
18:04Airstrikes occur in Jordan, Iran, Malaysia, Indonesia, and the Philippines.
18:07Hundreds of people were martyred in Turkey.
18:10Several people were injured, and dozens were captured.
18:13The most massive and most frequent airstrikes were in Pakistan.
18:16Anti-American demonstrations in Pakistan are common occurrences,
18:19and one could say something without which it is impossible
18:22that Afghanistan has become the main target of American attacks.
18:25The most common is that in the West,
18:28on the border with Afghanistan, Islamabad and Karachi.
18:31The scenario is common.
18:34American flags are being burned, attacks on government offices,
18:37demolition of American restaurants and shops.
18:40On the other hand, tear gas, wooden sticks, and harassment.
18:42American President George W. Bush is the number one terrorist in the world.
18:45In the general order, which is becoming more and more young,
18:48there is less and less talk about the humanitarian situation
18:51among the Afghan refugees.
18:54Food convoys are hard to break through to refugee camps on both sides of the border.
18:57According to unofficial estimates, there are less than 2 million people.
19:00The military trustee for human rights, Mary Robinson,
19:03has also spoken on the issue of refugees,
19:06asking for all possible help.
19:09She has also proposed to stop attacks on Afghanistan
19:12and the destruction of Afghanistan.
19:15For additional humanitarian efforts, EU officials have taken up the task.
19:18And the goal is to expand to other Eastern countries,
19:21where images similar to those from Pakistan are repeated,
19:24regardless of whether it is Indonesia, Turkey, India or the Philippines.
19:30For the protection of human rights,
19:33the resolution of global conflicts,
19:36the fight against the target of international terrorism,
19:39this year's Nobel Peace Prize
19:42will be given to the United Nations.
19:45The UN Secretary-General,
19:48Kofi Annan, was elected in 1997.
19:51Since then, under his leadership,
19:54the UN has experienced a new wave.
19:57He was born in 1938 in Ghana.
20:00He studied economics in Switzerland and the United States.
20:03He spent almost his entire career as a professional diplomat
20:06in various bodies and departments in the United Nations.
20:09Although he is considered a man of compromise,
20:12he has always shown perseverance.
20:15For example, he managed to enable the access
20:18to Iraqi weapons warehouses for mass destruction in the UN inspectors
20:21and to encourage the United States to pay a great debt.
20:24Having become a hungry secret agent,
20:27he faced many challenges of today,
20:30from the violation of human rights, AIDS, to international terrorism.
20:33He started the internal reorganization of the United Nations.
20:36He openly acknowledged the mistakes of Somalia,
20:39Rwanda, Bosnia and Herzegovina.
20:42At the end of July this year,
20:45he was elected to another five-year mandate of the UN Secretary-General.
20:48All of us who work in the UN today
20:51can be proud of the Nobel Prize,
20:54but also humble, at least before the expectations
20:57that lie ahead of us are very great.
21:00Only the end of the Cold War enabled the United Nations
21:03to take on a more important role,
21:06which is why they were founded,
21:09to preserve peace and security in the world.
21:12After the end of the Cold War,
21:15he became a member of the international organization
21:18with the largest number of members.
21:21His peacekeeping missions were distributed
21:24to 15 missions around the world.
21:27Tonight in Zagreb, the essay book
21:30The City and the Future is presented.
21:33Its author, Bogdan Bogdanovic,
21:36is a Belgrade mayor from 1982 to 1986.
21:39He sent an open letter to Slobodan Milosevic in 1987
21:42about his city in which he lives and works.
21:45Mr. Bogdanovic, only recently,
21:48after eight years, were you for the first time in your city, Belgrade.
21:51When was the last time you were in Zagreb?
21:54Eleven years ago, I think.
21:57At the end of the 1980s, you were one of the first
22:00to raise your voice against the regime of the time.
22:03You warned that Yugoslavia would fall apart.
22:06That happened. Milosevic is in Hague.
22:08Is today's government what you wished for?
22:11No, it is not.
22:14In any case, it is something better.
22:17I can go there and be more or less sure
22:20that no one will beat me on the street.
22:23Mafia members are no longer interested
22:26in the political enemies of Milosevic.
22:29They now have their own accounts.
22:32The city shocked me.
22:34It shook me.
22:37People are falling apart.
22:40Is the government falling apart?
22:43I don't know.
22:46I don't know who exactly is in power.
22:49Mr. Bogdanovic, I will quote you a part
22:52from your interview with Radio Slobodna Europe,
22:55where a journalist asked you
22:58if the decentralization of Serbia is a way
23:01to prevent these disintegration processes.
23:04If, unfortunately, you remain in the Madi variant
23:07or the Pashaluk variant, there is nothing
23:10to decentralize anymore.
23:13I ask you, in the context of these events
23:16in Montenegro and new requests from Vojvodina,
23:19is there a danger that Serbia will really
23:22fall into the Belgrade Pashaluk,
23:25no matter how bad it sounds to you?
23:28People have the right to be dissatisfied.
23:31Vojvodina is a real robbery.
23:34I understand these reactions.
23:37I don't like that the country is falling apart,
23:40but I understand people's reactions,
23:43which are inevitable.
23:46The time is running out.
23:49If I were to ask you who is to blame
23:52for all that has happened in the past few years,
23:55what would you say?
23:58You want the real culprits?
24:01Number one, the semi-intellectuals.
24:04Number two, the communist science.
24:07Number three, Malo MiloÅ”eviÄ.
24:10MiloÅ”eviÄ is a small criminal.
24:13The Orthodox Church is definitely at the top.
24:16That's it.
24:19Mr. BogdanoviÄ, thank you for the interview.
24:22We have a forecast for tomorrow.
24:25We have a weekend ahead of us,
24:28which, like the previous days,
24:31will bring good weather,
24:34and will support Croatia for a long time.
24:37In many parts of Croatia,
24:40especially in the valleys of Rijeka and Kotlina,
24:43fog is expected tomorrow morning.
24:46The wind is mostly weak,
24:49and only in the Jadran region
24:52there is moderate storm and northwest wind.
24:55In the foggy areas,
24:58it will be fresher than today.
25:01After the temperature rises,
25:04in the middle of November,
25:07the sea temperature along the coast
25:10is still pleasant for swimming,
25:13usually above 20,
25:16and even up to 24 degrees Celsius.
25:19If you decide to go to the mountains,
25:22there will be plenty of sun,
25:25with a high daily air temperature.
25:28The weather is very stable,
25:31not only during the whole weekend,
25:34but also during the day.
25:37Thank you for your attention and good night.
