00:00Vice President Sara Duterte, as an Education Secretary, has a lot of challenges ahead of her in the education sector as a low point in the Philippines when it comes to creative thinking.

00:20In the report of PISA or Program for International Student Assessment,
00:24the Philippines is almost behind when it comes to creative thinking.
00:28The score is 14 points in the Philippines.
00:30Second to last in 64 countries.
00:34Patrice Ruciana is an incoming grade 7 pupil in a public school in Manila.
00:38And her mother, Emily, believes that poverty is the reason behind the low score of these tests for Filipino youth.
00:44This is based on her daily experience with her classmates.
00:48In my opinion, it is also because of poverty.
00:51Some really can't afford to go to school.
00:53And when it comes to online classes, there is no payment for loading the phone.
01:00When our teachers ask them to give a presentation, they don't stand up.

01:13This was also pointed out in the report of PISA,
