00:20Is the NTC effort to implement the TALAMAC tax scam already under way?
00:26As of now sir Raffy, the implementation of the SIM Registration Act is ongoing.
00:32We have put additional measures to prevent the registration and validation of our telecoms
00:41with the data and information submitted to their SIM Registers.
00:46What can you say that you are being explained by Senate President Chico Escudero
00:50because it is said that the NTC is ineffective in committing tax scams
00:54and our viewers are noticing that the number of tax scams is increasing even though there is a SIM Registration Act.
01:01Yes sir Raffy.
01:03In our statement, we acknowledge the call of the majority of our senators to tighten the enforcement of the SIM Registration.
01:14And in the consultation meeting of the Senate Committee on Public Services around a week or two weeks ago,
01:22the NTC expressed our willingness to cooperate and collaborate with the Senate
01:31to study the enhancements that can be done not only in the law but also in the regulations of the NTC.
01:39Very briefly, where do you see the problem with the SIM Registration Act?
01:45Is it in the registration itself or is there a hole in this law?
01:49As we can see, scammers are continuously looking for ways to register or submit fake or fictitious registration documents.
02:03They are also moving platforms.
02:08Some are using what we call over-the-top platforms like WhatsApp, Telegram, Viber.
02:16That's what they are thinking.
02:19Unfortunately, the SIM Registration Act is not yet covered by the over-the-top platforms.
02:25Even in PogoHubs, there are many SIM cards that are being used for online fraud and scams.
02:34How will this problem be solved if there is no law on the platforms that these scammers went to?
02:42Even before PogoHubs was discovered, the NTC took the initiative in requesting these over-the-top platforms for a meeting to discuss what can be done.
02:59We already had a meeting with representatives from META, Facebook, Instagram, Messenger and Viber.
03:08They had a meeting with us about a month or two months ago.
03:13We are discussing the possible measures to address the scamming and spamming that they are using on their platforms,
03:23including the possible data sharing.
03:26They will share their data to deactivate their SIM numbers so that the platforms of our over-the-top operators can be deactivated.
03:38What can we expect from people like us who have already registered but are still accepting such tech scams?
03:44They even have names.
03:45Our names are already completed on the tech scams that they are doing.
03:48How about the new scammers that will be scammed?
03:52Yes. There are sources of information, personal information of these scammers.
04:01Sometimes, they can identify who is the owner of the SIM.
04:06For example, if we registered our name and number in a store or establishment,
04:14they can get our personal information.
04:18That's why we are warning our subscribers not to give their personal information.
04:26If they are receiving spam or scam messages, they can report to us at NTC 24-7.
04:34We have our own reporting mechanisms such as Hotline 1682 on our website.
04:41There is a complaint section there.
04:43They can also email us at contratextscam at ntc.gov.ph.
04:48Okay. So even if you have a registration act, be careful with those who are using phones.
