00:00 With the year-long ordeal of dealing with El Niño that began in June last year over,
00:05 the country braces for the next extreme weather of excess precipitation or rainfall that could
00:10 lead to massive flooding, landslides and greater casualties.
00:14 And as our Rod Lagusa reports, La Niña's expected and extended presence of up to three
00:20 years will only enhance the southwest monsoon and supercharge the typhoons expected to hit
00:25 the country this year.
00:27 Following the passage of Typhoon Agon, scattered rain showers, frequent thunderstorms and
00:35 southwest monsoon, Pag-asa officially declared the start of the rainy season in the country.
00:40 According to Pag-asa, it expects more and frequent rainfall starting in the western
00:44 part of the country, which includes the possibility of monsoon breaks.
00:47 "Where there are days like this where we don't feel the heavy rain, but there are
00:54 thunderstorms in the afternoon and evening, so there are frequent thunderstorms in the
00:57 afternoon and evening.
00:58 So in terms of El Niño, for now, by June, it's imminent that El Niño is in the decaying
01:05 stage.
01:06 It's going to the neutral stage."
01:10 But the effect of El Niño will still be felt.
01:12 Pag-asa estimates a 69 percent possibility of a weak La Niña that may start in the months
01:17 of July, August and September, but above normal rainfall conditions will not be felt yet.
01:22 "What we see in studies is that if there is a La Niña, it means that the cyclogenesis
01:29 or the formation of storms is closer to landmass.
01:32 So it means that it doesn't have much time or it doesn't have much time to grow before
01:40 it lands."
01:42 But it's still possible to have rapid intensification or to become strong.
01:46 It's different with El Niño, which is a storm forming far away.
01:50 As for the Quezon City Disaster Risk Reduction Management Office, they are already prepared
01:54 in the event of flooding in the city.
01:56 "Our training in disaster preparedness and response continues.
02:01 In fact, right now, we have 10,049 trained DRRM personnel all over the city.
02:07 Second, our rescue boats and rescue equipment are already prepositioned in several sites.
02:16 We have six satellite offices because we are six districts."
02:19 Part of the preparation of the local government is having a master drainage plan and evacuation
02:24 centers.
02:25 The city identified 49 barangays that are high and medium risk for flooding.
02:28 "We have a system in DRRMO, Quezon City DRRMO.
02:32 We call it iRISE-UP.
02:33 It's a system, you call it intelligent, resilient and integrated system for urban population.
02:41 It is a system that is multi-hazard monitoring and gives real-time assessment of possible
02:48 disasters in the city."
02:50 Pag-ase expects to experience the impact of La Niña in the last quarter of the year when
02:54 chances of flooding are high.
02:56 Rod Leguzad, from the National TV, for a new and better Philippines.
