00:09 The first Local Amnesty Board or Lab Office in the Moro Region is now open

00:16 located in the city of Cotabato.

00:19 The Lab is the front-line office of the National Amnesty Commission

00:23 or the Lab's mandate to receive, process, and investigate applications for amnesty

00:28 of former rebels and pass it on to the NAC.

00:31 According to NAC Chairperson Lea Tanodra Armamento,

00:34 the NAC's mandate is to recommend applications for amnesty to the Office of the President

00:39 and to create Lab Offices in various places in the country.

00:43 Here in Cotabato City, we have a Local Amnesty Board

00:47 because the majority of the members of the Moro Islamic Liberation Front

00:53 and the Moro National Liberation Front are here in Cotabato City.

00:57 We are expecting a big number of applicants from the MILF and the MNLF

01:04 here in the Local Amnesty Board of Cotabato City.

01:07 Based on Proclamations No. 403, 404, 405, and 406

01:12 passed by President Ferdinand Marcos Jr.,

01:15 amnesty is given to members of the Moro Islamic Liberation Front or MILF,

01:20 Moro National Liberation Front or MNLF,

01:22 Revolutionary Partido ng Manggagawa ng Pilipinas,

01:25 Revolutionary Proletarian Army Alex Boncayo Brigade or RPMP/RPA/ABB,

01:31 and former members of the Communist Party of the Philippines,

01:34 New People's Army, National Democratic Front,

01:37 or CPP/NPA/NDF or their front organizations.

01:41 Amnesty will be given to former rebels who committed crimes

01:44 or violated the revised penal code and special penal laws

01:48 based on their political beliefs.

01:50 We are encouraging everyone who are covered with proclamations

01:56 to apply for amnesty because this is the shortest route towards their freedom.

02:02 Government is extending its hand to all rebels covered by the amnesty to avail of this.
