00:00President Ferdinand R. Marcos Jr. ordered the government to ensure a sufficient supply of water while the country is in the middle of El Nino.
00:10The Flood Control Management Program is also being pushed, especially as the Laniña is nearing.
00:16The details in the reports of Kenneth Paciente.
00:23President Ferdinand R. Marcos Jr. insisted that there should be a sufficient supply of water in all parts of the country.
00:29This is in the face of the ongoing rise in the temperature in the province of El Nino.
00:33At the sectoral meeting led by the President in Malacanang,
00:37he ordered the relevant government agencies to ensure a sufficient supply of water
00:43for the 40 million underserved population.
00:46This is the part of the population that does not have a regular or proper water supply.
00:50By far, most of them are in Mindanao.
00:53A lot of the communities in Barm still do not have access to a formal water supply.
01:00I should also mention, and this is a statistic that I hope everyone remembers,
01:05we have roughly around 7,600 plus islands,
01:10but not many people know that 5,500 of those are small islands.
01:16And many of these small islands do have communities, mostly fisherfolks,
01:21and each and every one of those do not have access to water.
01:24One of the strategies that the DNR is already implementing is the desalination process,
01:30or the conversion of salt water for the benefit of our countrymen
01:35and for them to have a clean water supply.
01:37But because this process is expensive,
01:40the agency is now advocating what is called modular desalination.
01:44It's just a big container van,
01:47and it can provide water to up to around 500 families
01:54in each and every desalination plant.
01:57Even now, the budget is still challenging here,
01:59especially that each unit is worth 5 to 8 million pesos.
02:03This is something that the agency is already doing.
02:07We are thinking of getting a lot of funds,
02:11of course, government funds.
02:13We are also looking at the possibility of soft loans
02:17from development partners and organizations.
02:21I also brought this to the President this morning,
02:25if we can issue government bonds for water projects.
02:30And of course, PPP,
02:33to help the private sector.
02:36And in front of Bantanang,
02:38President Marcos Jr. wants to integrate the flood control management program of DPWH
02:44for more effective water management and conservation.
02:47I think we have to integrate our flood control management programs
02:52with the other sectors so that the water
02:56that we manage in the flood control
03:00does not go to the sea directly,
03:04and to the extent possible that we have to conserve
03:07and utilize it for other purposes,
03:10like for irrigation, water supply, and power, if necessary.
03:15The agency is also currently working on their flood control and management program,
03:19where 4,700 flood control projects have been completed
03:23and 4,000 projects are currently being completed.
03:26Flood control infrastructure program
03:29is just one of the components to address flooding problems.
03:33I said that we can see that
03:38one of the causes now of flooding in many areas is actually
03:43for the longest time,
03:45the riverbeds are very shallow now.
03:51So in the event of any rainfall that is a little intense,
03:54of course, it will overflow because the riverbeds are very shallow.
04:00The riverbeds are very shallow now.
04:02We have to consider one of the programs of the department
04:07is to undertake the desilting and dredging of
04:11the major rivers and tributaries
04:14so that there will be an increased carrying capacity of the rivers.
04:18Meanwhile, the National Irrigation Administration, or NIA,
04:22is targeting to sell 29 pesos of rice in the month of August
04:26with the help of Kadiwa Stores.
04:28According to NIA Administrator Eduardo Guillen,
04:31NIA is expecting to have 100 million kilos of rice in August
04:36that will be their target to sell.
04:37Maybe one family, 10 kilos per family.
04:40Because according to the DA, Kadiwa will continue.
04:43The President has a Kadiwa.
04:46So I think our sales will be five days a week.
04:4929 per kilo of rice is expected to be sold in Metro Manila,
04:53Cebu, and Davao.
