Council threatens fines for flytipping on Sheffield estate where bin chutes are too small and wheelie bins are locked away

Last month, The Star reported on the Lansdowne Estate in Sheffield where the council has locked away the wheelie bins and the bin chutes are too small for modern waste - leading to bin bags piling up in communal areas across the area.
Now the council has sent a letter to all residents telling them to use smaller bin bags, warning that they will be investigating all "flytipping", and handing out fines of up to £400.
