The federal and Northern Territory Governments are still negotiating terms of this month's 'landmark' housing deal over whether new houses can be built on traditional homelands and outstations. But some homelands have already been waiting up to six-years for works promised by the former Turnbull Government and some traditional owners say 'unlivable' conditions will not see them through another wet season.
