Winning should not be by "shouting or screaming" against others, says Datuk Seri Anwar Ibrahim.

The Prime Minister said at the Malaysia Madani Executive Dialogue with civil servants on Thursday (March 21) that although the rights of Malays, the Malay language and the Malay Rulers were enshrined and protected in the country through the Federal Constitution and laws, Anwar said that it did not mean that those from the minority communities could be insulted or looked down upon.
