The heist, played in a form of contact mission strand, focuses on the GTA Online Protagonist being contacted by the LSPD's newest recruit, Vincent Effenburger, in order to disrupt a major drug manufacturing and trafficking operation by a new Latin American cartel who recently arrived in San Andreas
With the help of Vincent's intel, the player must get themselves the budget to pull off the heist by raiding corrupt cop-endorsed money laundering businesses and delivering it to Vincent's base of operations at a former off-the-books FIB facility inactive for over a decade, which will serve as the starting location for subsequent setup missions, once they are selected at the Vespucci Police Station.
