Man in shorts made to wear sarong before entering Kuala Selangor council office

A man wearing shorts was given a sarong to wear before he was allowed into the Kuala Selangor Municipal Council (MPKS) office.
In a video, which has gone viral, the guard is heard saying that it's the new rule.
