Man in London arrested for offering hugs

During the Covid-19 lock down of 2021. a man in London, UK was arrested for offering people hugs. Even if you skip the fact that it is utterly absurd, against individual rights and not based on law to arrest someone for offering hugs, you still see it is completely voluntary and nobody reacts to him as if he were a carrier of a dangerous disease. Wouldn't the majority have been aggressive if they genuinely believed they might get infected? Or did all of this happen simply because the monopoly on violence said we should not have normal human contact?
