Just because they had a better disciplinary record than Senegal. At the end of group stage, Senegal had 6 Yellow Cards while Japan had 4. Japan also committed fewest fouls in the group stage in the World Cup (28). Senegal’s exit makes it for the 1st time since 1982 that an African team hasn’t got past the 1st round in the World Cup.
