NSW questions why it was not awarded a penalty following an incident that saw co-captain Isabelle Kelly cough up blood during the Sky Blues' defeat to Queensland in the Women's State of Origin opener. Kelly has been cleared of serious throat damage after she was struck by Julia Robinson's forearm as she attempted to tackle the Maroons winger.
