तूफान (Storm) की जानकारी पहले से ही हो जाती है. जिसके आधार पर इसको लेकर सावधानियां बरती जाती हैं और कई जिंदगियां बचा ली जाती है. लेकिन भूकंप (Earthquake) ही एक ऐसी प्राकृतिक आपदा (Natural Calamity) है. जिसके बारे में पहले से जानकारी ले पाना मुश्किल है. हालांकि भूकंप की पूर्व चेतावनी प्रणाली (Early Warning System) इस दिशा में काम तो कर रहा है. लेकिन ये कितना कारगर है. फिलहाल ये कह पाना मुश्किल है.
