Negotiations over the government's all-important climate change mechanism appear bogged down this week. Climate and Energy Minister Chris Bowen’s charged with wrangling the numbers for the 'safeguard' mechanism but getting the greens onboard with their 11 senate votes is proving tricky. Today, Chris Bowen’s pretty much ruled out accommodating the greens' demands to block any future coal or gas development preferring to reserve the right to replace gas production, if needed in the years ahead.
