In the northern hemisphere - Spring starts in a matter of weeks - but Winter isn't finished with us yet. Across parts of southern and eastern Europe - there has been a deluge of heavy snow. Thousands of houses have lost power and many people were stranded when roads were blocked off. The BBC's Tim Allman reports.
