After a season of high gas prices and record profits for oil companies, the first hearing to talk about Governor Gavin Newsom's proposed price-gouging penalty is set for Wednesday, February 22. 23ABC's Vania Patino spoke to oil industry representatives about the possible impacts of the policy and what they're hoping to see come out of Wednesday's hearing.
