Chaos in Congress: GOP fails to pick a Speaker

A new Congress is starting without a House Speaker. Republican leader Kevin McCarthy is in a fight with an ultra-conservative voting block of colleagues who prevented the local congressman from taking the gavel in three rounds of voting. Still, McCarthy says there is no scenario in which he will drop his bid for speaker. Democrats are calling the chamber's new GOP majority party "dysfunctional." Here's ABC's Em Nguyen.
