Maryland, The state is asking voters if marijuana
should be made legal to adults who are
at least 21 years old on or after July 1, 2023.
Maryland is the only blue state with cannabis-related ballot issues this cycle and will most likely have its measure pass.
North Dakota, The state proposed legalizing recreational marijuana in 2018 but the measure failed. Activists have gotten the issue on the ballot once more.

South Dakota, The state's measure "legalizes the possession,
use and distribution of marijuana and marijuana
paraphernalia by people age 21 and over.".
Missouri, The state proposes removing bans on
"purchase, possession, consumption, use, delivery, manufacture, and sale of marijuana for personal use for adults over the age of twenty-one.".

A 6% tax would also be implemented and some people convicted of marijuana offenses would have their records expunged.

regulation agencies and drug court programs.
