Spotlight: Russia-NATO: patching up relations

NATO's relations with Russia plunged following August's South Ossetian war, but both Moscow and the alliance's key member, the United States, have sent out conciliatory signals since the inauguration of US President Barack Obama. US Vice President Joe Biden, in a speech at a security conference in Munich, said that it was time "to press the reset button" on relations with Moscow.
