The Commission of Inquiry has heard Tasmanian children as young as 12 in the state are able to make a choice about where they live... even if that means living with their abuser. Advocacy and non-government organisations appeared at the inquiry today - saying they repeatedly raise concerns about particular children in the care of the state.
