Queen Elizabeth II, 96, was absent from the annual state opening of Parliament in the House of Lords this week. Britain’s longest-serving monarch normally gives a speech outlining the Government’s agenda for the year. But due to the ongoing mobility issues she is experiencing, Prince Charles took over the ceremonial responsibility for the first time.
