Amid the absence of a law requiring vaccination, President Duterte maintains employers have the right not to hire those who have not received COVID-19 shots. Mr. Duterte says this is not discrimination but a move to protect the workforce. Meantime, the Labor department says the policy requiring on-site workers to be inoculated will be implemented starting December 1st.
