There are fears within Victoria's health system that it's teetering on the brink with more demand than the state's ambulance service can meet. The number of infectious cases in intensive care have dipped below 100 for the first time in a month but the growing number of patients needing not just a ventilator to survive but a full heart-lung bypass is alarmingly high.
