Dr. Rajesh Deshmukh | Lokmat Maharashtrian of the Year - IAS Promising | LMOTY 2019

Earlier Yavatmal district was known as the Cotton Capital but due to the agrarian crisis, it assumed the sobriquet as 'Suicide Capital' some years back. However, after Dr Rajesh Deshmukh became the District Collector he successfully implemented several welfare schemes for farmers and brought down the number of farmers suicides by 129. He also prevailed upon State Bank of India not to delay farm loans by shutting down 17 bank accounts of District Collectorate and withdrew Rs 2 crore from them and taught a lesson to banks in the districts. This resulted in banks doubling their crop loans to Rs 1236.36 crore to 1.85 lakh farmers in just one year. In 2018, as many as 22 farmers succumbed to insecticide poisoning. But the agriculture department was avoiding to take action against the pesticide shops and pesticide companies. Dr Deshmukh formed teams of Tehsildars and other officials and raided the pesticide shops and also filed cases against 12 shopkeepers and pesticide companies found violating regulations. The farmers in the district were so petrified by the pesticide poisoning that they almost stopped spraying pesticides on crops. Dr Deshmukh took upon himself the task of spraying pesticides to remove the fear of pesticides among farmers. He also distributed 40,000 kits that offered protection from pesticide poisoning to farmers to bolster the moral of farmers. During his tenure Dr Deshmukh constructed 700 farm ponds in a single year and organised Satyameva Jayate Water Cup tournament to promote irrigation of crops. This year he has taken up implementing Jalyukta Shivar Yojana and sunk 24,193 bore wells to provide irrigation to 48,000 hectares of land. Dr Deshmukh was also instrumental in land acquisition for Wardha-Yavatmal-Nanded rail link project and road projects worth Rs 802.10 crore."
