The reaction to a tightening of border restrictions in the country's south east largely depends on which side of the Murray River you're on. In Victoria, the reduction in exposure to the NSW red zone has been welcomed. But for those communities excluded from the bubble, there is disbelief that they've been cut off from the border towns they rely on.
