As the southwest monsoon continues to elude Delhi, Punjab and Haryana, it is wreaking havoc in parts of Himachal Pradesh and Uttarakhand. In Uttarakhand's Tehri, a car was swept away in gushing water. The car got stuck in the pillar of a bridge. Watch the video.
