Since 1990, from Manmohan Singh to P Chidambaram and Arun Jaitley to Nirmala Sitharaman, Finance Ministers have opened the Budget speech in the form of a poem which signifies the agenda for the year and gives a precursor to some of the flagship schemes being introduced in the document.
