Introducing Scott Woods of Washington, D.C.

“Ever since my first trip to D.C. in the eighth grade,” says Scott Woods, now based in Washington, D.C. “I knew D.C. was the land of the possible.” Ever since then, Scott has made it a point to take his passion and apply it to this land of possibilities. “I believe that the private sector has an important role to play in bringing life-saving medicines to market and then ensuring wide patient access to those treatments.”

As a part of this passion, Scott is Vice President of Policy, Research and Membership for the Pharmaceutical Research and Manufacturers of America. In this role, Scott is responsible for the development of policy positions related to Medicare Part D and Medicaid, as well as the commercial market. He also represents PhRMA with external stakeholders, policymakers, and media, and serves as an advisor and consultant on policy development related to commercial health insurance coverage, sharing lessons learned from Medicare and Medicaid.

Prior to his current role, Scott was Assistant Vice President of State Affairs for the Pharmaceutical Care Management Association. During his five year tenure there, Scott Woods provided strategic legislative and regulatory advocacy for PCMA and its pharmacy benefit manager (PBM) member companies operating in 12 states across the Mid-Atlantic and Southeast, plus the District of Columbia and Puerto Rico. He also directly managed staff, contract lobbyists, and consultants who represent PCMA, with a budget well over $600,000 in his region. Prior to that role, Scott Woods was the Senior Director of Policy for PCMA, acting as the primary policy liaison to the State Affairs department, providing policy support for state lobbyists on a range of PBM, prescription drug, and pharmacy issues. His duties included marshalling internal and external resources on tight timelines to craft legislation, infographics, talking points, presentations, testimony, and legislative/regulatory analysis.

Scott Woods was also the Senior Policy Manager for Blue Cross Blue Shield Association from 2011-2015, managing high-level special projects for the Vice President of Policy, including department budgeting, strategic planning, staff relations, and information management. Scott was also responsible, in this role, for analyzing legislation and regulations that affected 37 Blue Cross Blue Shield plan’s business strategies related to federal health programs and the implementation of the Affordable Care Act.

Scott Woods is a graduate of Yale University with a B.A. in Political Science, and he received his J.D. from the University of Tennessee’s College of Law. He has also served as the Chairman of the Steering Committee for McCallie School D.C., Alumni Chapter from 2011-2015. He’s also a Member of the founding Executive Committee of Young Friends of D.C. Scholars, which supports two local charter schools operated under the auspices of Scholar Academies.
